The manhole cover shall be covered with at <br />least six (6) inches of earth. <br /> <br />Depth of Bury <br />The tank shall be protected against floatation under highwater table conditions. <br /> <br />Capacity <br /> <br />For a dwelling, the size shall be two thousand (2,000) gallons of four hundred (400) gallons <br />times the number of bedrooms, whichever is greatest. For permanent structures other than <br />dwellings. the capacity shall be based on measured flow rates or estimated flow rates. The tank <br />capacity shall be at least five (5) times the daily flow rate. <br /> <br />Location <br /> <br />Holding tanks shall be located: <br /> <br />a. In an area readily accessible to the pump truck under all weather conditions; <br />b. As specified for septic tanks; <br />c. Where accidental spillage during pumping will not create a nuisance. <br /> <br />Water Meter <br /> <br />A water meter shall be required with all holding tanks to measure the flow to all plumbing <br />fixtures except the outside sillcocks. Readings shall be submitted at least quarterly to the <br />pumper and the council. Readings shall be used to establish the amount of sewage pumped and <br />hauled. <br /> <br />Contract <br /> <br />A contract for disposal and treatment of the sewage wastes shall be maintained by the homeowner <br />or pumper with a municipality. agency or firm established tor that purpose. <br /> <br />Accidental Overflow <br /> <br />Holding tanks shall be monitored to minimiZe the chance of accidental sewage overflows. <br />Techniques such as visual observation. warning lights or bells. or regularly scheduled pumping <br />shall be installed which allows twenty-five per cent (25%) reserve capacity after actuation. <br /> <br />SUBDIVISION 3. OTHER SYSTEMS. <br /> <br />Where unusual conditions exist, special systems of treatment and disposal other than those <br />specifically mentioned above may be employed, provided: <br /> <br />a Reasonable assurance of performance of such 'system is presented to the council; <br />b. The engineering design of such system is first approved by the council; <br />c. There is no discharge to the ground surface or to surface waters; <br />d. Treatment and disposal of wastes is in such a manner so as to protect the public health <br />and general welfare; <br />e. Such systems comply with all applicable requirements of these standards and with all <br />local codes and ordinances; <br />f. Design criteria is reported to the agency within one (1) month after installation of the <br />system, where use of such system is allowed by the council; <br />
