<br />~ <br /> <br />i <br /> <br />FINDINGS <br /> <br />1. As part of a plan amendment review in 1989, the Metropolitan Council required the city of <br />Ramsey to concentrate development in a defined urban service area and limit development <br />in the rural service area, tightly regulate on-site septic systems, define sewer service <br />availability and complete a comprehensive traffic analysis of the impact planned land uses will <br />have on'TH 10, a metropolitan highway. The city has proposed policies and completed a <br />traffic analysis as part of this plan amendment to accomplish these four tasks. <br /> <br />2 The city of Ramsey has demonstrated that a regional need exists for the proposed 44-acre <br />Metropolitan Urban Service Area expansion. <br /> <br />3. The city's comprehensive traffic analysis demonstrates that by the year 2010 planned land uses <br />in the city of Ramsey will exceed the capacity of TH 10 by nearly 200 percent. <br /> <br />4. The city of Ramsey has requested the Metropolitan Council to facilitate and participate in <br />a TH 10 corridor study. The purpose of this corridor study is to address capacity problems <br />on TH 10. <br /> <br />5. The 44-acre Metropolitan Urban Service Area expansion will have little impact on the Anoka <br />Wastewater Treatment Plant. Little additional discharge to the facility could be allowed <br />beyond the 44-acre MUSA expansion, however, until after 1993 and phase-out of the plant <br />is complete. <br /> <br />6. The Metropolitan Council has recently adopted an interim strategy to reduce nonpoint source <br />pollution to all water bodies in the metropolitan area. This strategy was not used to review <br />the proposed plan amendment because the strategy was adopted by the Council after <br />receiving the plan amendment. <br /> <br />7. The Gateway Airport in the city of Ramsey is part of the metropolitan aviation system. This <br />facility has recently been closed and removed from the city's comprehensive plan map. <br /> <br />8. A segment of the proposed North Mississippi Regional Trail is located on the property the <br />city of Ramsey has proposed for addition to the MUSA The segment of the trail included <br />in this plan amendment will provide a connection to Mississippi-West, an Anoka County park <br />on the Mississippi River. <br /> <br />RECOMMENDATIONS <br /> <br />That the Metropolitan Council: <br /> <br />1. Adopt the staff report and findings as stated above as part of these recommendations. <br /> <br />2 Inform the city of Ramsey that it may place the amendment into effect and no plan <br />modification is required. <br /> <br />3. Recommend that the city of Ramsey participate in a joint city/county comprehensive traffic <br />analysis that evaluates the potential impact planned land uses will have on TH 10. Land use <br />strategies should be developed in conjunction with highway system management strategies to <br />
