The Council staff report recommends a plan modification requiring the city of Ramsey <br />to remove the 44-acre Metropolitan Urban Service Area expansion. When the staff report was <br />prepared, the city of Ramsey had not completed a comprehensive traffic study requested by the <br />Council in 1989. Because this study was not completed, the Council was unable to determine <br />whether the proposed 44-acre MUSA expansion may have the potential to impact TH 10, a <br />metropolitan highway. <br /> <br />Mr. Schwanke distnbuted a new set of findings and recommendations for the committee's <br />consideration. This material was prepared after receiving a November 6, 1992 letter from the city <br />of Ramsey. In this letter, the city completed the traffic analysis requested by the Council in 1989. <br />The city is also requesting the Metropolitan Council "facilitate and participate" in a corridor study of <br />TH 10. <br /> <br />Mr. Ryan Schroeder, city administrator for the city of Ramsey spoke on behalf of the city. He stated <br />that the city of Ramsey is aware of the traffic congestion on TH 10 and is willing to be part of a study <br />that addresses this issue.
