This consideration was based on a report of the Metropolitan
and Community Development Committee, Referral Report No. 92-62. A copy of this report is
attached.

The Council approved the following recommendations contained in the above report:

1. That the Metropolitan Council adopt the staff report and findings as stated above as part of
these recommendations.

2. That the Metropolitan Council inform the city of Ramsey that it may place the amendment
into effect and no plan modification is required.

3. That the Metropolitan Council recommend that the city of Ramsey participate in a joint
city/county comprehensive traffic analysis that evaluates the potential impact planned land
uses will have on TH 10. Land use strategies should be developed in conjunction with
highway system management strategies to ensure that locally generated traffic does not exceed
the metropolitan highway system capacity. The Council will not allow the city to place into
effect additionalMUSA expansions until the comprehensive traffic study referred to above is
completed and all parties have agreed to an implementation schedule.

4. That the Metropolitan Council recommend that the city of Ramsey include the Council's
interim strategy to reduce nonpoint source pollution in metropolitan area water bodies as part
of its comprehensive plan.

5. That the Metropolitan Council recommend that if the city of Ramsey has no intention of
every sponsoring or maintaining a private or public-owned airport, the Gateway Airport be
removed from the metropolitan aviation system.
