<br />Mayor Gamec indicated two accesses have always been required with these developments. <br /> <br />Councilmember Elvig commented he believes the Council has been consistent with the message <br />regarding long cul-de-sacs. He does not think they are in a good place to reconsider this because <br />another piece of property has been purchased; this could be done all the way across town. He <br />initially thought this could possibly move forward because it was close, but buying a piece of <br />land after-hand does not allow them to turn the clock back. The City is not far from moving this <br />moratorium forward, and there are many things that need to be understood, not just the cul-de- <br />sac. <br /> <br />Community Development Director Trudgeon indicated staff would like direction as to whether to <br />draft findings in support of denial of the exception, which will be brought back at a future <br />meeting. <br /> <br />Mayor Gamec indicated he would be in support of the exception when considering that the <br />Council said Mr. Tallman should acquire another access and looking at all he has accomplished. <br /> <br />Councilmember Cook stated this project was going forward long before the moratorium was put <br />into place. Long ago at a work session the Council gave Mr. Tallman a go ahead to design this, <br />and when the moratorium was coming forward then said he needed to obtain another access. <br /> <br />Councilmember Elvig stated he disagrees with some of Councilmember Cook's recollection. <br />The Council has never indicated they appreciate the long cul-de-sac and that they will hold all <br />the considerations. It will be five months until the moratorium is over; this is a very viable <br />development, and it will be viable then, and they will not be setting a precedent at that time. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Strommen, to direct staff to draft <br />findings of fact denying the request for exception to the moratorium; Case of Ron Tallman. <br /> <br />Motion carried. Voting <br />No: Mayor Gamec, Councilmembers Cook and Pearson. <br /> <br />Case #6: <br /> <br />Request for Preliminary Plat and Preliminary Site Plan Approval of Skyline <br />Pointe; Case of MN Skyline Partners, LLC <br /> <br />Associate Planner DaInes stated Minnesota Skyline Partners has submitted a preliminary plat and <br />site plan application to develop 52 units on the property generally located on the southwest <br />comer of Alpine Drive and County Road 5 (Nowthen Boulevard). The revised preliminary plat <br />and site plan proposes to develop 18 bungalow-style, detached townhomes and 34 attached <br />townhomes on the property located southwest of the comer of Alpine Drive and Nowthen <br />Boulevard. The property is currently zoned R-l Single-Family Residential and is guided as Low <br />Density Residential by the Comprehensive Plan. The applicants are seeking a Comprehensive <br />Plan amendment tore-guide the land as medium density residential in order to accommodate the <br />density that is proposed.
