He stated they have tried <br />to direct all the traffic off 151 st Lane up towards the Alpine Drive area. <br /> <br />Bruce Chalupsky, LHB, stated a townhome produces about 60% of the traffic that a single <br />family home does. The best case scenario for single family homes will not help the traffic issue. <br />Another concern expressed was the foot traffic on 151 st Lane, and this development will provide <br />a sidewalk to get the foot traffic off the street. Also, the development will not be putting in <br />driveways that egress onto 151 st Lane; they will be putting them to egress onto one location. <br />With Town Center coming up, the quickest route for traffic from this location would be to take <br />Alpine Drive, rather than 151 st Lane. Regarding children walking in this neighborhood, the <br />demographics of townhome owners include a great deal more empty nesters, especially with the <br />bungalows; three of these townhomes are already pre-sold to retirees. Mr. Chalupsky stated MN <br />Skyline Partners has provided a lot of community open space with this development and, as far <br />as the issue of traffic, he thinks they have it pretty well taken care of. The other issue is density; <br />this development has gone from the submittal with a total of 67 units to the second submittal <br />with 52 units on the south and possibly lOin the north, and now they have purchased the <br />property to the north but are not adding density. This is barely medium density; it is light- <br />medium density. <br /> <br />Councilmember Strommen stated she is not certain that she totally agrees that bungalow <br />residents are typically empty nesters. Secondly, with respect to the traffic, she understands some <br />of the concern of the neighborhood is the traffic onto 151 st Lane, but she still has a huge concern <br />with pushing traffic to Alpine Drive, which is a dangerous intersection, and she does not know <br />that the traffic study takes into account the units that were just approved in this area. <br /> <br />Councilmember Jeffrey asked where the sidewalks are planned. <br /> <br />Mr. Chalupsky indicated sidewalk is planned all the way along the public right-of-way up to <br />Alpine Drive, starting at their first unit. <br /> <br />Councilmember Jeffrey stated there are units behind this development, and the traffic study was <br />not done when school was in session. There are kids that walk to school from a 2 mile radius. <br />This development is nice, but it does not fit in this area because of the public safety. <br /> <br />Mayor Gamec stated his concern is the townhouses along 151 st Lane, and he believes the buffer <br />for townhomes should be Alpine Drive. <br /> <br />Public Works Director Olson indicated it is known there is an issue with the last development <br />that was approved in this area, and if there would have been access directly onto Nowthen <br />Boulevard a turn lane would have been included. He asked if there would be any difference in <br />moving this development forward if these improvements were to be moved up from the 2008 <br />ClP to the 2007 ClP with potential participation from the developer. <br /> <br />Mayor Gamec replied in his opinion, yes. <br /> <br />City Council / August 8, 2006 <br />Page 15 of 29 <br />
