<br />Public Works Director Olson asked if the needed road improvements and traffic are the <br />Council's main concern regarding this subdivision. He indicated there has been discussion at <br />great length regarding access issues, trails, stormwater, and pedestrians, and the developer has <br />been very accommodating as far as making those changes. He is not certain how the developer <br />feels about participating in these improvements, but the Anoka County map shows there is a <br />problem at these intersections. The conditions are existing, not something the developer is <br />creating, but the need for action is understood. <br /> <br />Mayor Gamec indicated he would be in more agreement with the improvements being moved up, <br />but he still is not in favor of the number of houses on 151 st Lane. <br /> <br />Councilmember Elvig indicated during a meeting regarding Highway 47 the other day it was <br />discussed that CR 5 has real issues as well. This may be the City's last opportunity to straighten <br />this comer out; to do nothing and place townhouse there would be irresponsible. He likes the <br />southern part of this development and that the bungalows have been reduced to 6, but possibly <br />not the larger attached townhomes. He agrees with the demographics that have been discussed, <br />and there are some nice things about this project, but he is still stuck on the townhomes south of <br />Alpine Drive and doing nothing to improve a terrible comer. <br /> <br />Councilmember Strommen suggested tabling this for further discussion. <br /> <br />Public Works Director Olson clarified he is hearing that there might not be a positive vote <br />without something being done at this intersection. <br /> <br />Mr. Hillard stated if this development comes back as single family and the traffic study comes <br />out the same they will be in the same position. <br /> <br />Public Works Director Olson replied this would be assuming all of the City's codes are met, and <br />that 33 single family homes could fit into this area. <br /> <br />Councilmember Elvig stated this is the last opportunity to fix a bad area and it would be prudent <br />to take a step back and look at this. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Elvig, to table preliminary plat <br />and preliminary site plan approval of Skyline Pointe; Case of MN Skyline Partners, LLC, and to <br />look into solutions for traffic problems on Nowthen Boulevard, Alpine Drive, and 151 st Lane <br />prior to moving forward. <br /> <br />Further discussion: Councilmember Jeffrey inquired about the 120 day clock. Community <br />Development Director Trudgeon replied the preliminary plat was submitted at the beginning of <br />June, and there is a little less than two months remaining. Staff will try to bring something back <br />to the next meeting. Mayor Gamec indicated the general comments he has heard from the <br />residents are regarding the houses on 151 st Lane. Councilmember Jeffrey stated that according <br />to the residents he spoke with it is not about the three houses against 151 st Lane, it is about <br />dumping traffic onto an already too long cul-de-sac. He urged that the City start to look at traffic <br />studies on CR 5, and not to use the last one that was done during the MEA break two years ago. <br /> <br />City Council / August 8, 2006 <br />Page 16 of 29 <br />
