Councilmember Strommen suggested the City meet with the School Board and have a discussion
about the issues they look at when locating a school, and how traffic plays into that. Mr. Hillard
questioned what the City would like to see from MN Skyline Partners. Community
Development Director Trudgeon requested direction from Council regarding whether there are
issues other than the traffic situation at Alpine Drive and Nowthen Boulevard that staff should be
working on with the developer. Mayor Gamec indicated he would like a review of the front units
and lower density that would blend with the housing down that street. Public Works Director
Olson advised when a new access is developed onto a County road there will be a requirement
for turn lanes to be put in. Mr. Hillard stated from his standpoint there have been 16 major
design changes on this plat. He recapped the following issues he has heard tonight: number of
homes on 151st Lane; traffic flowing onto 151st Lane; the intersection of Alpine Drive and CR 5;
more detail on the traffic study; and 151 st Lane pedestrian traffic. Mr. Hillard questioned if there
is anything else that should be worked on. Councilmember Elvig indicated he likes this project,
but there are serious concerns; this is the last development on this comer, and it is a terrible
comer. Mr. Hillard stated their goal is to have a high quality development here with homes at
about $300,000. They will do what they can to satisfy the safety issues, but at some point they
have to move forward. If the Council wants single family detached homes he would like to
know that. Mr. Hillard stated this development offers various types of homes. The Council
hears a lot from the residents in the City, but he represents the people that want to move to
Ramsey, and he wants to be able to offer them some diverse housing. This is a nice development
that fills an infill site, and with all the trees it would be a beautiful place to live. Councilmember
Jeffrey stated the Council represents the people that live here and the safety of the kids, and that
is where he is coming from.

Motion carried.
