The recommendation of the Committee was to have this topic reviewed by the full <br />Council at a future work session. <br /> <br />Councilmember Cook explained the looping for the water was very expensive due to the cul-de- <br />sac location. The Committee decided to bring this to a full Council work session. They could <br />take a risk and wait for a loop coming in to Sweetbay Ridge across the street, but there is the <br />question of if they are willing to take a five year risk at a stub without an access to it. The <br />Committee also discussed that there was really not high density in this location, and while most <br />of the streets where there is sewer and water have sidewalks, they could possibly get by with an <br />easement here for a sidewalk in the future. The residents indicated they might be interested in <br />subdividing in the future. He stated it is nice to see residents come in and want a project like <br />this, but it is a difficult one when it costs so much to loop the water. <br /> <br />Councilmember Elvig inquired about the timing on the work session discussion. <br /> <br />Public Works Director Olson replied staffis trying to keep things moving along, and is hoping to <br />have the work session discussion scheduled within the next month. <br /> <br />2) Consider Turnback of CR 63 by Anoka County <br /> <br />Public Works Director Olson stated it was discussed during the meeting that at the present time <br />this roadway is in poor condition with two, 10-foot travel lanes and no shoulders. Prior to <br />turnback to the City the roadway could be reconstructed with two, 12-foot travel lanes and 4-foot <br />paved shoulders along with 12-foot turn lane and bypass lanes at Armstrong Boulevard, Variolite <br />Street and Nowthen Boulevard at an estimated cost of $1.25 million. Staff advised the <br />Committee that development pressures within this area may cause the City to consider two other <br />options, which were suggested by the County short of the cost of full reconstruction. The first <br />alternative would be to reclaim the existing bituminous and repave with 12-foot lanes. In <br />addition, this alternative would include mucking out the widening required along the wetlands <br />located on the east and west ends of the project. This alternative would reduce the cost to <br />$800,000. A second alternative would consist of a simple overlay and widening to 12 foot <br />through lanes at a cost of $250,000. The cost difference between the reconstruction and the <br />alternative selected by the City as a condition of the turnback would likely be returned to the <br />City in reduced contributions on other joint projects. Primarily, staff is looking in the area of <br />Ramsey Crossings to try to obtain more County participation with the Armstrong Boulevard <br />improvements. The recommendation of the Committee was that Council direct staff to negotiate <br />with Anoka County for the turnback of CR 63 with the intermediate level of upgrade as a <br />condition for acceptance. <br /> <br />Councilmember Elvig asked if increasing the width of the road would be included as part of the <br />milling. <br /> <br />Public Works Director Olson replied the improvements would include the milling of bituminous <br />surface and using that pavement to create a gravel base. Currently there are two, 12-foot travel <br />lanes; the County has suggested they will make the turn lane improvements at the intersections <br /> <br />City Council!
