<br />Councilmember Jeffrey stated he was not present at the work session either. He expressed <br />concern regarding the 4-foot fence depicted in the plan and the sight line where the drive-thru <br />crosses the sidewalk. <br /> <br />Community Development Director Trudgeon explained the fence is not meant to be a blockade <br />or stockade fence; it will be more decorative and able to be seen through. Councilmember <br />Jeffrey's point about sight vision is important, and staff would want to review the placement to <br />be sure not to obstruct the vision in any way. <br /> <br />Councilmember Strommen asked if the Town Center Task Force is still meeting. <br /> <br />Community Development Director Trudgeon replied it has been approximately one year since <br />the task force has met. <br /> <br />Council reviewed the proposed findings of fact. Regarding Finding No.9, Councilmember <br />Olson expressed concern that this parcel will likely be used early in the morning with a straight <br />shot across to the parking ramp and, that as Town Center develops and there is more traffic, this <br />might become an issue. Councilmember Elvig indicated he does not believe this would <br />adversely affect the traffic in the area. He appreciates Councilmember Strommen's comments <br />about the intent of Town Center, but this area is currently a field. The Council had a good <br />intention of not wanting drive-thrus at every comer, but he does not have a problem with an <br />interim use for this building. A civic center is proposed to be across the street, which will take a <br />few years to complete. He does not see that this use will make a big impact at this time. He <br />appreciates the way Mr. Deal has redesigned this, and it will not be difficult to maneuver. If <br />there is a problem in five years it can be reconsidered, but at this time it is the only building in <br />this area, and he would like to see it do business. <br /> <br />Council made the following determination regarding Finding Nos. 8,9, 12 and 17: <br /> <br />Finding No.8: Remain as stated. <br /> <br />Finding No.9: Amended to state that the proposed use will not adversely impact traffic in the <br />area. <br /> <br />Finding No. 12: Remain as stated. <br /> <br />Finding No. 17: Amended to state that the proposed use will be in accordance with the <br />objectives of the intent of Section 9.03.06 Interim Use Permits of the City Code. <br /> <br />Councilmember Cook stated he concurs with Councilmember Elvig's statements. This interim <br />use permit will allow Mr. Deal to do business in this building for awhile and will give him a <br />chance to see if the use works in this location. Five years from now as the character of the area <br />changes Mr. Deal may not need the drive-thru window. This is an opportunity for both sides. <br /> <br />Councilmember Strommen stated obviously the traffic is not an issue today. Her issue is the first <br />uses in Town Center are what set the tone.
