Her concern is setting the tone with a drive-thru, which is a <br />fundamental conflict with the vision. <br /> <br />Councilmember Pearson commented the intent was not to have drive-thrus in Town Center, but <br />they have found they have to flex a little bit. He likes the idea of allowing this to get things <br />started, and the special use permit will allow them the flexibility to discontinue it if it doesn't <br />work. <br /> <br />Jim Deal, applicant, stated the problem is that they will have over $6 million into this building, <br />and he cannot get renters; they need to jump start things. The coffee shop will include a <br />conversation area with a fireplace, a place for the kids, a conference room, and internet hook ups. <br />They will also be putting in a Ramsey Development Center to get a focal point so things start to <br />happen. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to adopt Resolution #06- <br />08-245 adopting Findings of Fact #0770 regarding the request by the applicant for an interim use <br />permit to construct a drive-thru in the TC-l district, with the above changes. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Cook, Jeffrey, Olson, and <br />Pearson. Voting No: Councilmember Strommen. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to approve the request for <br />an interim use permit, based on the findings of fact; and to adopt Resolution #06-08-246, <br />declaring terms of the same. <br /> <br />Councilmember Elvig stated he believes a five year interim permit makes a lot of sense, as they <br />are pioneering in this area. <br /> <br />Motion carried. Voting No: Councilmember Strommen. <br /> <br />Case #2: <br /> <br />Request for Preliminary Plat Approval of Amber Ridge 2nd Addition; Case of <br />E & G Development, LLC <br /> <br />Associate Planner DaInes stated Lawrence Olson ofE & G Development, LLC, has submitted an <br />application for preliminary plat approval of Amber Ridge 2nd Addition, a replat of Outlot B, <br />Amber Ridge. The property is located on the east side of TH #47, at the south terminus of Argon <br />Street NW. The preliminary plat proposes to subdivide the property into five single family lots <br />with urban services. The property is approximately 2 acres in size and is zoned R-2 Medium <br />Density Residential, permitting development of 4 to 7 units per acre. The developer has <br />requested a Comprehensive Plan Amendment to change the land use from medium to low <br />density residential, and a zoning amendment to rezone the property from R-2 Residential to R-l <br />Residential to permit development of the property with single family homes. The net density is <br />approximately 2.2 units per acre. The properties to the north and east are zoned R-l Residential <br />and are developed with single family homes. Ms. DaInes explained Mr. Olson is proposing to <br />extend Argon Street 370 feet to the south to provide public street access to the lots.
