<br />restricts cul-de-sacs to a maximum length of 600 feet. Currently, Argon Street is approximately <br />830 feet in length. On July 10,2006, the Board of Adjustment approved the variance to cul-de- <br />sac length as the road cannot be constructed as a through street for the following reasons: a) <br />connection to Waco Street is prohibited by existing residences; b) connection to TH #47 conflicts <br />with access management plan; c) connection to Xkimo Street to south requires filling a quality <br />wetland. <br /> <br />Associate Planner DaInes advised the preliminary plat confirms that the proposed lots comply <br />with width, size and area requirements. The grading plan reflects that the house pads meet all <br />applicable structure setbacks. A traffic generation analysis of TH #47 was completed at the <br />intersections including Alpine Drive, Sunwood Drive, CSAH 5, and CR 116. All of the above <br />intersections, excepting the intersection at CR 116 performed at acceptable levels. Ms. DaInes <br />stated the Drainage Plan has been modified since the June 29, 2006 version of the Staff Review <br />Letter to incorporate recommendations of the City Engineer. Minor modifications to the plan are <br />pending. The development is subject to permitting by the Lower Rum River Water Management <br />Organization. A tree inventory and preservation plan has also been modified since the June 29, <br />2006 Staff Review Letter and is determined to be acceptable. There are roughly 50 trees on the <br />site, a majority of which are Siberian Elms, a non-native, invasive species. Approximately one- <br />fifth of the trees on site will be preserved, including multiple Bur Oaks, a Hackberry, and a <br />couple of American Elms. <br /> <br />Associate Planner DaInes advised the Planning Commission conducted a public hearing on July <br />10, 2006. There were two residents present that expressed concerns with the drainage plan. The <br />City Engineer assured the residents that the drainage concerns would be addressed in the final <br />drainage plan. The Planning Commission and staff recommend preliminary plat approval <br />contingent on the City Council and Metropolitan Council approval of the Comprehensive Plan <br />Amendment and rezoning, and on compliance with the City Staff Review Letter dated June 29, <br />2006, revised August 3, 2006. <br /> <br />Mayor Gamec asked if there will ever be consideration of another access with this development. <br /> <br />Community Development Director Trudgeon replied it is too close to the intersection at TH #47. <br /> <br />City Engineer Jankowski explained there is City owned property immediately south of this, <br />which was acquired in conjunction with the land acquisition to facilitate the Highway 47 project. <br />That property may be useful with the redesign of Highway 47 and a trail. <br /> <br />Councilmember Jeffrey noted it is unusual to rezone from R-2 to R-l. He asked whether this <br />cul-de-sac length will require a variance. <br /> <br />Community Development Director Trudgeon replied the variance was approved by the Board of <br />Adjustment due to the challenges of this site. <br /> <br />Councilmember Cook inquired about the possibility of Argon connecting to Waco Street in the <br />future. <br /> <br />City Council!
