The CPA proposes to reconfigure the existing land use designations on 50 acres.
Although the reconfiguration retains the iand uses as Low Density Residential, Places to Shop, and Public
Quasi-Public, the land use for each parcel will change. The development for the 50-acre site will include
single family residential, commercial, public/quasi-public, a future fire station and possibly a future school.

Council staff finds the CPA and information complete for formal review. Under Minnesota Laws 1995,
Chapter 248, Article 18, the Council has 60 calendar days to review the CPA. The 60-day deadline ends on
March 5, 2006.

The Council staff will inform the City on the CPA's review status, and the Council's meeting dates. At this
time, the Council staff offers the following advisory comments for the City's consideration.

Ouestion #7 Forecasts: The City's information states the Pre-Amendment household forecasts for 2010
to be 10,830. The Council's revised 2030 Regional Development Framework forecast for2010
Households is 10,300, an increase of 530 housing units. The Council and the City staff will need to
resolve this forecast inconsistency during the CPA's review.

If you have any questions about this review, please contact Patrick Boylan, Principal reviewer, at
651-602-1438.

cc: Natalie Steffen, Metropolitan Council District 9
Patrick Boylan, Principal Reviewer
Cheryl Olsen, Reviews Coordinator, Local Planning Assistance

www.metrocounci1.org

V:\REVIEWS'\CommunitieslRamseyV.etters\Ramsey 2005 CPA 7heMeadows 18160..24.doc
Metro Info Line 602-1888

230 East Fifth Street .
