~ Me~:~:~:~:i~~:~:~~

February 13, 2006

Ms. Sylvia Frolik
Assistant Community Development Director
City of Ramsey
15154 Nowthen Blvd.
Ramsey, MN 55303

RE: City of Ramsey Comprehensive Plan Amendment: The Meadows
Metropolitan Council District 9 (Natalie Steffen)
Metropolitan Council Review File No. 18160-24

Dear Ms. Frolik:

Metropolitan Council staff reviewed the City of Ramsey's comprehensive plan amendment (CPA) received
on January 4, 2006. The CPA proposes to reconfigure the existing land use designations on 50 acres.
Although the reconfiguration retains the land uses as Low Density Residential, Places to Shop, and Public
Quasi-Public, the land use for each parcel will change. The development for the 50-acre site will include
single family residential, commercial, public/quasi-public, a future fire station and possibly a future school.

In 2000, the governing body of the Council identified certain types oflocal comprehensive plan
amendments that may be reviewed by Council staff without further formal review by the governing body of
the Council. Council staff applied the plan review waiver criteria established by the Council's governing
body and finds that the amendment is in conformance with metropolitan system plans, consistent with the
Regional Development Framework, and has no impact on the plans of other units of local government.

Therefore, the Council will.waive further review and the City may place this amendment into effect.

If you have any questions about this review, please contact Patrick Boylan, Principal reviewer, at
651-602-1438.

'~

Phy' .
