CASE # PUBLIC HEARING REQUEST FOR COMPREHENSIVE PLAN AMENDMENT; CASE OF OAKWOOD LAND DEVELOPMENT By: Amy Geisler, Associate Planner Background: Oakwood Land Development has submitted an application for an amendment to the 2001 Comprehensive Plan. The request is to change the land use designation from Rural Developing to Low Density Residential on the property generally located on Sunfish Lake Blvd. at 153rd Lane NW. The amendment to the Comprehensive Plan, along with a subdivision request, would allow the applicant to develop the property with single-family homes at urban densities. The following items are enclosed for your information: a) Site Location Map b) Current land use map c) Proposed Resolution approving the request and authorizing submittal to Metropolitan Council Notification: State law requires that the City notify property owners within 350 feet be notified. Staff attempted to notify property owners within 700 feet of the subject property. No comments were received on the proposed amendment prior to the completion of the agenda. Observations: Oakwood Land Development is proposing to redevelop 6 existing rural single-family lots into 26 urban single family lots as a part of the Alpine Woods subdivision. The 2001 Comprehensive Plan designates the subject property as Rural Developing. To proceed with the Alpine Woods subdivision, a Comprehensive Plan Amendment is necessary to change the subject property's land use designation from Rural Developing to Low Density Residential. The property located to the west, north, and south is currently designated as Rural Developing, while the property to the east is designated as Low- and Medium-Density Residential. The Planning Commission reviewed the sketch plan for Alpine Woods at its December 4, 2003 meeting and recommended denial,
