Recommendation: The subject property is surrounded by a variety of lot sizes, varying from a 5-acre lot to the north, to less than I-acre lots to the south, to townhomes to the east. The wetland in the northwest comer of the plat will provide a substantial buffer between the new development and the largest lots to the north and east. At sketch plan review the Planning Commission expressed some concerns about expanding sewer and water in a piecemeal fashion to the proposed development, and asked for a more comprehensive approach to providing services to new properties. At their recent Strategic Planning session, the City Council agreed to study options for providing services beyond the current urban service area. The City Council and the Planning Commission met in joint session on March 16th and discussed the need to undertake a comprehensive plan amendment and environmental review that will study different service options. It was agreed that the Planning Commission will playa major role in this process. Because of the range of lot sizes surrounding the subject property, the development of the Alpine Acres townhomes across Sunfish Lake Blvd., and the imminence of comprehensive planning outside the current urban service area, staff is supporting the applicant's request for Comprehensive Plan Amendment. City Staff recommends approval of the Comprehensive Plan Amendment contingent upon the applicant receiving preliminary plat approval for Alpine Woods. Commission Action: Motion to recommend that the City Council adopt the resolution approving the request and authorizing staff to submit the Comprehensive Plan Amendment to Metropolitan Council contingent upon the applicant receiving preliminary plat approval of Alpine Woods. -or- Motion to recommend that the City Council deny the request for a Comprehensive Plan Amendment.
