<br />Recommendation: <br /> <br />The subject property is surrounded by a variety of lot sizes, varying from a 5-acre lot to the north, <br />to less than I-acre lots to the south, to townhomes to the east. The wetland in the northwest <br />comer of the plat will provide a substantial buffer between the new development and the largest <br />lots to the north and east. <br /> <br />At sketch plan review the Planning Commission expressed some concerns about expanding <br />sewer and water in a piecemeal fashion to the proposed development, and asked for a more <br />comprehensive approach to providing services to new properties. At their recent Strategic <br />Planning session, the City Council agreed to study options for providing services beyond the <br />current urban service area. The City Council and the Planning Commission met in joint session <br />on March 16th and discussed the need to undertake a comprehensive plan amendment and <br />environmental review that will study different service options. It was agreed that the Planning <br />Commission will playa major role in this process. <br /> <br />Because of the range of lot sizes surrounding the subject property, the development of the Alpine <br />Acres townhomes across Sunfish Lake Blvd., and the imminence of comprehensive planning <br />outside the current urban service area, staff is supporting the applicant's request for <br />Comprehensive Plan Amendment. <br /> <br />City Staff recommends approval of the Comprehensive Plan Amendment contingent upon the <br />applicant receiving preliminary plat approval for Alpine Woods. <br /> <br />Commission Action: <br /> <br />Motion to recommend that the City Council adopt the resolution approving the request and <br />authorizing staff to submit the Comprehensive Plan Amendment to Metropolitan Council <br />contingent upon the applicant receiving preliminary plat approval of Alpine Woods. <br /> <br />-or- <br /> <br />Motion to recommend that the City Council deny the request for a Comprehensive Plan <br />Amendment. <br /> <br />Reviewed by: <br />City Administrator <br />Assistant Community Development Director <br /> <br />Copies to: <br />City Administrator <br />City Attorney <br /> <br />pc: 04/01104 <br />
