<br />CASE # 5 <br /> <br />PUBLIC HEARING <br />REQUEST FOR COMPREHENSIVE PLAN AMENDMENT <br />FOR THE PROPOSED PLAT OF BROOKFIELD ADDITION; <br />CASE OF OAKWOOD LAND DEVELOPMENT <br />By: Amy Geisler, Associate Planner <br /> <br />Background: <br /> <br />Oakwood Land Development has submitted an application for an amendment to the 2001 <br />Comprehensive Plan. The request is to change the land use designation from Rural Developing to <br />Low Density Residential on the property generally located south of Trott Brook and west of <br />Nowthen Blvd. The amendment to the Comprehensive Plan, along with a subdivision request, <br />would allow the applicant to develop the property with single-family homes served by sanitary <br />sewer and municipal water. <br /> <br />The following items are enclosed for your information: <br /> <br />a) Site Location Map <br />b) Sketch Plan <br />c) Proposed Resolution approving the request and authorizing submittal to Metropolitan <br />Council <br /> <br />Notification: <br /> <br />State law requires that the City notify property owners within 350 feet be notified of the request <br />and public hearing date. Staff attempted to notify property owners within 700 feet of the subject <br />property . <br /> <br />Observations: <br /> <br />Oakwood Land Development is proposing to extend sanitary sewer and municipal water to the <br />subject property, located in the R-l Residential - Rural Developing District. The sketch plan is <br />proposing to develop the property with single family homes at urban densities. The 2001 <br />Comprehensive Plan designates the subject property as Rural Developing. Development of <br />Brookfield Addition with urban services requires a Comprehensive Plan Amendment to change <br />the subject property's land use designation from Rural Developing to Low Density Residential. <br /> <br />The Planning Commission reviewed the sketch plan for Brookfield Addition at its January 6, <br />2005 meeting. At that time, City Staff reported that any decision on the sketch plan may be <br />premature as the Comprehensive Plan amendment to consider extension of urban services to the <br />northern areas of the City is still in process. Per Staff s recommendation, action on the sketch <br />plan was tabled until March to allow the City more time to work on the comprehensive plan <br />amendment. On January 4,2005, the City Council and the Planning Commission provided Staff <br />and the consultants with direction and comments that basically expanded the scope of the <br />Comprehensive Plan from an amendment to are-write. <br /> <br />The expanded scope of the comprehensive plan amendment will extend the time frame to <br />complete the amendment process. In the mean time, Oakwood Land Development has exercised <br />their right to apply for a Comprehensive Plan Amendment to consider the land use designations <br />
