necessary for them to go forward with the development of Brookfield Addition, as well as their proposed subdivision, Sweet Bay Ridge. Recommendation: The City Council and Planning Commission have met in joint work session twice to discuss the comprehensive plan amendment process. Ideally, the City would have completed the Comprehensive Plan rewrite prior to taking action on the Comprehensive Plan Amendment requests for both Brookfield Addition and Sweet Bay Ridge. Oakwood Land Development has exercised their right to apply for an amendment, therefore the City is required to take action on the request in a timely manner, according to State Statute. City Staff is recommending approval of the applicant's request for Comprehensive Plan Amendment for several reasons. First, all three of the development scenarios reviewed by the City Council and the Planning Commission show the subject property being developed as Low- Density Residential. Second, because of its size, Brookfield Addition will require an Environmental Assessment Worksheet (EA W), which will address transportation, environmental requirements, and water control in greater detail than the comprehensive plan rewrite. Third, City Staff met with Metropolitan Staff and they indicated that there is currently sewer capacity available to service property south of Trott Brook. Met Council Staff is also supportive of the City processing comprehensive plan amendments to accommodate immediate requests for services and advised the City to submit the major Comprehensive Plan rewrite later this Fall when regional systems plans are updated. Commission Action: Motion to recommend that the City Council adopt the resolution approving the request and authorizing staff to submit the Comprehensive Plan Amendment to Metropolitan Council. -or- Motion to recommend that the City Council deny the request for a Comprehensive Plan Amendment.
