<br />concerns about density transition, road connections, and traffic, particularly the ability of existing <br />streets to handle increased amounts of traffic. The Planning Commission discussed the request <br />for Comprehensive Plan Amendment and Sketch Plan Review and raised similar concerns. On a <br />4-2 vote (1 abstention), the Planning Commission recommended denial of the request for <br />Comprehensive Plan Amendment. <br /> <br />Recommendation: <br /> <br />The City Council and Planning Commission have met in joint work session twice to discuss the <br />comprehensive plan amendment process. Ideally, the City would have completed the <br />Comprehensive Plan rewrite prior to taking action on the Comprehensive Plan Amendment <br />requests for both Brookfield Addition and Sweet Bay Ridge. Oakwood Land Development has <br />exercised their right to apply for an amendment, therefore the City is required to take action on <br />the request in a timely manner, according to State Statute. <br /> <br />As stated above, the Planning Commission has recommended denial of the request for a <br />Comprehensive Plan Amendment, based on the comments received at the public hearing. If <br />Council is inclined to accept the recommendation of the Planning Commission, then City Staff <br />should be directed to draft findings and a resolution to support that decision. <br /> <br />City Staff is recommending approval of the applicant's request for Comprehensive Plan <br />Amendment for several reasons. First, all three of the development scenarios reviewed by the <br />City Council and the Planning Commission show the subject property being developed as Low- <br />Density Residential. Second, because of its size, Brookfield Addition will require an <br />Environmental Assessment Worksheet (EA W), which will address transportation, environmental <br />requirements, and water quality in greater detail than the comprehensive plan rewrite. Third, City <br />Staff met with Metropolitan Staff and they indicated that there is currently sewer capacity <br />available to service property south of Trott Brook. Met Council Staff is also supportive of the <br />City processing comprehensive plan amendments to accommodate immediate requests for <br />services and advised the City to submit the major Comprehensive Plan rewrite later this Fall <br />when regional systems plans are updated. <br /> <br />Council Action: <br /> <br />Motion to adopt the resolution approving the request and authorizing staff to submit the <br />Comprehensive Plan Amendment to Metropolitan Council. <br /> <br />-or- <br /> <br />Motion to direct City Staff to draft the appropriate a resolution to support denial of the request <br />for a Comprehensive Plan Amendment. <br /> <br />Reviewed by: <br />Community Development Director <br /> <br />Copies to: <br />City Administrator <br />City Attorney <br /> <br />cc: 03/22/05 <br />
