<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Appendix IV: <br />City of Ramsey Park District's Standards for Trail Construction <br />Adapted from the City of Ramsey draft of a Comprehensive Land Use Plan <br /> <br />Balanced Recreation System <br />A central goal of the City of Ramsey Parks and Recreation Commission is to provide a <br />balance of open spaces and recreational opportunities, not only geographically, but also across a <br />wide variety of ages, abilities, and interests. This goal must also extend across time, providing <br />balance for not only present uses but also future physical and physiological needs and desires of <br />the community. Inasmuch as it provides balance, the recreational system should be used to help <br />guide future city development. <br />With these objectives in mind, the following policy statements can be made: <br /> <br />1. Acquisition and maintenance of open space shall continue shaping and balancing <br />future developments. <br />2. Developers shall be required to include street landscaping consistent with the City <br />Council's plans and directives. <br />3. The Parks and Recreation Commission shall work to acquire scenic and pedestrian <br />easements along significant natural resources such as wetlands, rivers or streams. <br />4. Developers shall be required to dedicate conservation or recreational lands to the city <br />according to city ordinance and plan. <br />5. The Recreation and Parks department shall continue with planting programs in <br />parcels where vegetation is lacking. <br />6. Focus shall be on developing trails with access between residential areas and open <br />spaces. <br />7. Trail types shall be defmed to accommodate a variety of users. <br />8. Specific criteria for construction and development among trails and parks shall be set <br />and followed. <br />9. Property owners shall be encouraged to maintain the natural character of their <br />respective properties. <br /> <br />45 <br />
