<br />4) Construction of West Ramsey Parkway to Zeolite Street <br />5) Compliance with the City Staff Review Letter dated July 28, 2006 <br /> <br />Mayor Gamec suggested it would be nicer to have more landscaping than berming in this area. <br /> <br />Community Development Director Trudgeon explained the idea is not to block the building; it is <br />to help mitigate the view of the driveways and a lot of pavement. The building itself will rise <br />above the berm. He indicated staff will continue to look at the berming and plantings. <br /> <br />Councilmember Elvig expressed his agreement with Mayor Gamec's comments. He stated <br />breaks in the berming would be preferential to a continuous roll of berming. The berm is a good <br />concept to shade some of the cars and bituminous. He does not have a problem with the drive- <br />thru; when this was discussed by the Town Center Task Force they knew this was coming and <br />they wanted to be able to control the drive-thrus with conditional use permits. He inquired if the <br />City is in the position to build Zeolite Street at this time. <br /> <br />Community Development Director Trudgeon replied once West Ramsey Parkway is constructed <br />they would be in the position to begin construction on Zeolite Street. <br /> <br />Councilmember Elvig asked if there is any indication from Ramsey Town Center, LLC on <br />whether they would proceed with the construction of West Ramsey Parkway, or whether <br />Shingobee would step in and renegotiate this road construction with Ramsey Town Center, LLC. <br /> <br />Community Development Director Trudgeon replied in very basic conversations with Ramsey <br />Town Center, LLC they have indicated they are not in a position to construct the road this <br />building season. Staff and Keith McDonald of Shingobee have discussed the road construction; <br />staff has stated if this development is to proceed West Ramsey Parkway must be constructed <br />from Armstrong Boulevard to Zeolite. Street. <br /> <br />Councilmember Jeffrey indicated he does not have a problem with the drive-thru, but he is <br />concerned about the streetscape. He is glad to see the landscaping plan; they should be sure to <br />have the right mix to not necessarily cover the site, but shade it somewhat. <br /> <br />Community Development Director Trudgeon explained the plan before the Council tonight is the <br />preliminary site plan. There are a lot of details in the plan, and tweaks that need to be made. <br />This also has to be platted as a separate lot. The final site plan will be included with the final <br />plat. Staff has requested an internal traffic circulation study in order to determine that this <br />building will work with the rest of the site. Staff has been working with Shingobee Builders on <br />the rest of the site; this building seems to fit into the overall scheme, but there is some concern <br />about how the rest of the site fits in. <br /> <br />Mayor Gamec questioned if this particular area falls under any parking regulations for the ramp. <br /> <br />Community Development Director Trudgeon responded in the negative. <br /> <br />City Council / August 22, 2006 <br />Page 11 of 18 <br />
