<br />Keith McDonald, Shingobee Builders, Inc. stated the discussion is in the construction of East and <br />West Ramsey Parkway, and where to start and stop with that construction. This becomes purely <br />economical. There is simply not enough money in this closing to construct West and West <br />Ramsey Parkway from Armstrong Boulevard to Zeolite Street. He has met with Patrick <br />Trudgeon and Brian Olson and he understands staffs rationale, but this is purely economical, <br />and whether they continue to try to move forward with things. The other option would be to <br />delay this until there is enough land closing to generate enough money to build the roadways. <br />Mr. McDonald stated it does not do Shingobee Builders any good to build the road because they <br />cannot own it at the end of the day. There are things that could be worked into the agreement, <br />such as with the next outlot they would have to finish the road between the access points. In <br />roundabout numbers the cost to complete the roadway and utility work just from Armstrong <br />Boulevard to get to the bank is approximately $200,000, and approximately $1.2 million to get to <br />Zeolite Street. <br /> <br />Councilmember Cook commented it would be easier for Shingobee to sell the property behind <br />the bank if there is a road finished out to Zeolite Street. <br /> <br />Mr. McDonald replied the problem is that he does not necessarily control that land. The land <br />that is proposed to be townhouses or offices is not included in their purchase agreement and <br />Shingobee has no control over it. <br /> <br />Mayor Gamec indicated staff should work with Shingobee Builders further regarding the <br />construction of West Ramsey Parkway. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Jeffrey, to approve Resolution <br />#06-08-269 adopting Findings of Fact #0776 relating to the request for a conditional use permit <br />to operate a drive-thru for bank services associated with the proposed Klein Bank in the Ramsey <br />Town Center development. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Jeffrey, Elvig, and <br />Pearson. Voting No: None. Absent: Councilmembers Olson and Strommen. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Jeffrey, to adopt Resolution #06- <br />08-270 to approve the conditional use permit request for Klein Bank to operate a drive-thru in <br />the TC-2 Zoning District; Case of Shingobee Builders, Inc., based on the findings of fact, and <br />contingent on the following items: <br />1) The installation of a berm on both the west and the north boulevards between the parking <br />areas/drive aisles and the sidewalk to reduce the visual impact of the parking lot and <br />drive-thru in these areas <br />2) The installation of pedestrian-oriented fencing, as discussed, to frame the sidewalk area <br />3) The installation of tall shrubs and small trees to provide additional screening <br />4) Compliance with City Staff Review Letter dated July 28,2006 <br /> <br />Motion carried. V oting Yes: Mayor Gamec, Councilmembers Cook, Jeffrey, Elvig, and <br />Pearson. Voting No: None.
