<br />Case #4: <br /> <br />Request for Site Plan Review of Klein Bank; Case of Shingobee Builders, Inc. <br /> <br />Councilmember Elvig stated there are concerns about the overall plat they really need to stay <br />focused on. He noted there is just a small sliver of land in this that Shingobee does not have <br />control over. The Planning Commission did a good job in some of their questioning, and he is <br />inclined to agree with the positioning and breaks included in the site plan. The nodes that are <br />included in the parking lot are difficult to plow around; the only problem he has with them is to <br />be sure they are not too tight for larger vehicles to maneuver around. He is inclined to go <br />forward on this plat, but is not sure what conditions to suggest that protects the City on the rest of <br />the larger footprint. <br /> <br />Councilmember Jeffrey noted the Staff Review Letter discusses the roadway improvements. If <br />West Ramsey Parkway is not constructed they may not be able to proceed with the bank at this <br />time. <br /> <br />Councilmember Elvig commented Shingobee Builders has the lion's share of this property and <br />having a circular motion around the property with West Ramsey Parkway completed would be <br />an advantage. He suggested if Shingobee Builders were to construct the road there may be a <br />tradeoff with Ramsey Town Center, LLC. <br /> <br />Councilmember Cook stated there should be more interest in the rest of the property with the <br />bank being built. He indicated this site plan should be moved forward while the details are <br />continued to be worked out. <br /> <br />Mayor Gamec stated it should be certain that the parking lot and access out to Ramsey Parkway <br />is paved; possibly the rest of the road could be constructed when the next buildings come in. He <br />noted there was a similar situation with Village Bank for a while before the second access came <br />m. <br /> <br />Councilmember Jeffrey questioned if the City Staff Review Letter that has been revised <br />encompasses all the recommendations of the Planning Commission. <br /> <br />Community Development Director Trudgeon responded in the affirmative. <br /> <br />Motion by Councilmember Jeffrey, seconded by Councilmember Elvig, to approve the proposed <br />site plan for Klein Bank contingent upon the following items: <br />1) The installation of a berm on both the Armstrong and the Parkway boulevards between <br />the parking areas/drive aisles and the sidewalk to reduce the visual impact of the parking <br />lot and drive-thru in these areas <br />2) The continuation of the proposed fencing along the entire west and north perimeter to <br />frame the sidewalk area <br />3) The installation of tall shrubs and small trees to provide additional screening <br />4) Construction of West Ramsey Parkway to Zeolite Street <br />5) Compliance with the City Staff Review Letter dated July 28, 2006 <br /> <br />City Council / August 22, 2006 <br />Page 13 of 18 <br />
