Further discussion: Mayor Gamec requested Shingobee Builders to further discuss the road and
the access with staff. Community Development Director Trudgeon indicated it should be clear
that staffs position is that West Ramsey Parkway should be constructed all the way to Zeolite
Street; this requirement is included in the motion according to the City Staff Review Letter.
Councilmember Elvig noted Council is not familiar with all of the circumstances. He would
suggest there be some latitude on what happens with the construction of West Ramsey Parkway;
he would like staffs recommendation, but would also like to hear what Shingobee Builders feels
they can or cannot do in this regard. He suggested this particular element of the site plan be
discussed at a work session, knowing that the site plan is moving forward and this is really the
only issue in the situation. Community Development Director Trudgeon indicated staff and
Shingobee Builders have discussed the construction of this road, and the recommendation of
staff is that the road be constructed to Zeolite Street. He requested clarification that the motion
on the floor includes West Ramsey Parkway being constructed all the way to Zeolite Street.
Councilmember Elvig indicated it is included in the motion, but the issue should continue to be
worked on.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Jeffrey, Elvig, Cook, and
Pearson. Voting No: None. Absent: Councilmembers Olson and Strommen.

Representatives of Klein Bank introduced themselves and indicated they would like West
Ramsey Parkway to be constructed prior to the bank being built.

Case #5:

Consider Introduction of Ordinance to Amend Section 9.20 (Zoning
Districts) of the Zoning Chapter of City Code; Case of City of Ramsey

Community Development Director Trudgeon explained in 2001, the City of Ramsey adopted an
updated Comprehensive Plan that re-organized the zoning and land use districts. Chapter 9 was
updated in 2002 to reflect these changes. However, the zoning district definitions (Section 9.20)
were never revised, and still contain definitions for outdated development areas and zoning
districts (R-1R, R-1U, Industrial, etc). This code amendment would change the definitions
section to reflect the zoning districts that currently exist in City Code and on the Official Zoning
Map.

Motion by Councilmember Elvig, seconded by Councilmember Pearson, to introduce an
ordinance to revise Chapter 9.20 of the City's Zoning Code to update the zoning district
definitions.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Pearson, Cook, and
Jeffrey. Voting No: None.
