<br />Public District was added to the Official Zoning Map at this time, but no standards were <br />incorporated into City Code. A draft of the Public/Quasi Public District regulations is enclosed <br />for Council's review. Mr. Trudgeon explained the Public/Quasi Public District will include uses <br />such as government buildings and facilities, public and private recreational facilities, and <br />schools. Originally, it was discussed that churches could be in this district as well. However, <br />after deliberation, it was determined that it was preferable to permit churches in residential and <br />business districts as a conditional use because of the nature of site layout, building design, and <br />high activity levels associated with them. <br /> <br />Community Development Director Trudgeon advised the standards proposed are general <br />guidelines for development in this district. As part of the guidelines, the construction of <br />buildings will be subject to the site plan review process. In order to allow for a variety of options <br />necessary in this district, it is proposed that development plans will be subject to applicable B-1 <br />Business standards. The Planning Commission held a public hearing on August 3, 2006, and <br />recommended adoption of the ordinance to revise the zoning code as proposed. <br /> <br />Councilmember Elvig stated asked if uses such as a public/private health facility would fall <br />under this land designation. <br /> <br />Community Development Director Trudgeon replied his initial thought would be this type of use <br />would not be zoned as public; it would be zoned TC-2 or B-2, or the appropriate designation. <br />Things like the golf course should be zoned public so if there is a desire to change the use to <br />something else it would need to go through a process, and it is clear that it is a public use. <br /> <br />Councilmember Elvig inquired if a line item could be added to the land designations in the <br />future. <br /> <br />Community Development Director Trudgeon responded in the affirmative. He explained they <br />have run into problems with mapping parks; there are things such as landfills and private open <br />space that are not really public. This land designation will hold the pattern until the <br />Comprehensive Plan is updated. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Jeffrey, to introduce an <br />ordinance to add Chapter 9.20.29 (Public/Quasi Public District) to the Ramsey City Code. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Jeffrey, Elvig, and <br />Pearson. Voting No: None. Absent: Councilmembers Olson and Strommen. <br /> <br />Case #6A: <br /> <br />Authorize Sale of City Owned Property to GM Land Company, Inc. <br /> <br />City Attorney Goodrich reviewed that the City has approved the sale of certain City owned <br />property surrounding the existing City Hall to GM Land Company for residential development <br />and which property is being platted as Meadow. This is all pursuant to the terms of a Real Estate <br />Exchange Agreement whereby the City is exchanging its property for land south of the existing <br />City Hall campus. The Land Exchange Agreement is now agreed to by all parties and will be <br />signed and have an effective date of August 22, 2006.
