Staff would like to have the resolution now <br />adopted so the transaction can be finalized. <br /> <br />Motion by Councilmember Pearson, seconded by Mayor Gamec, to adopt Resolution #06-08- <br />271 authorizing the sale of City owned property to GM Land Company, Inc. as described in <br />Exhibit A. <br /> <br />Councilmember Elvig stressed the need to discuss the land planned for the school with the <br />school district as things move forward. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Pearson, Cook, Elvig, and <br />Jeffrey. Voting No: None. Absent: Councilmembers Olson and Strommen. <br /> <br />Case #7: Report from Personnel Committee <br /> <br />1) Consider Adoption ofHIPAA Security Policy <br /> <br />Councilmember Cook explained that two weeks ago the Council voted on the HIP AA privacy <br />policy. Also required is a HIPAA security policy. The intent ofthe HIPAA security rules is to <br />ensure the confidentiality of protected health information of City employees. <br /> <br />2) Consider Adoption of Health Benefits Joint Powers Agreement <br /> <br />Councilmember Cook explained a health benefits joint powers agreement is needed to authorize <br />the City of Ramsey's participation ofajoint body, the Retirement Enhancement and Benefit <br />Alternatives Program (REBA), which governs the administration and funding of the VEBA. The <br />REBA is made up of human resources representatives from member cities and school districts <br />and the group is responsible for acting in the interest of its members on matters such as risk <br />management, administration, expending and receiving funds, entering into contracts, and <br />employing personnel. <br /> <br />3) Consider Authorization to Hire a Part-Time Building Maintenance Worker <br /> <br />Councilmember Cook stated staff and the Personnel Committee recommend the City Council <br />grant authorization to hire Donald Myerberg as the part-time Building Maintenance Worker at an <br />hourly wage of $14.35. This position will be 30 hours per week, and was included in the 2006 <br />budget. Mr. Myerberg has met the qualifications and, if approved, his first day will be Monday, <br />August 28, 2006. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Pearson, to ratify the <br />recommendation of the Personnel Committee in Case Nos. 1 through 3, and to adopt Resolution <br />#06-08-267 adopting the City of Ramsey's HIPAA Security Policy; to adopt Resolution #06-08- <br />268 adopting a Health Benefits Joint Powers Agreement; and to adopt Resolution #06-08-268A <br />authorizing the hiring of a part-time Building Maintenance Worker at an hourly wage not to <br />exceed $14.35, and that Donald Myerberg be authorized to fill the position. <br /> <br />City Council / August 22, 2006 <br />Page 16 of 18 <br />
