Ms. Simonson explained cities provide the Arts Alliance funding through their recreation budget
or their general budget for arts and culture. The Arts Alliance has had many volunteers working
very hard to raise money; a lot is donated, but they are to the point where they need to take the
next step and hire office staff in order to offer a better product. The Arts Alliance is looking for
resources from Ramsey, and would like to know how they can help Ramsey. The funding being
requested from the area cities is between $5,000 and $10,000.

Councilmember Jeffrey asked if the Arts Alliance can provide the City with an annual report to
reVIew.

Ms. Simonson replied the City will be provided with information showing the budget and
revenues of the Arts Alliance.

Councilmember Strommen noted the Council has previously discussed what the City will be
doing for recreational and cultural programming, which they are not currently at a staffing level
to provide. The City currently partners with the youth athletic association, and it would be a
good time to revisit this topic, including a plan for what the City will provide and whether to
partner with other organizations.

Consensus of the Council was to further discuss the funding request from the Elk River Area
Arts Alliance with the review of the 2007 budget, including a review of the additional budget
and revenue information to be provided by the Elk River Area Arts Alliance.

2) Naming of Municipal Center Conference/Training Rooms

Management Intern Gladhill indicated staff would like direction from Council regarding the
naming of the conference rooms in the new municipal center. Mr. Gladhill reviewed the
following suggested conference room names:

.

Alexander Ramsey Training Room - Training Room F160
Mississippi River Room - First Floor Stacker Conference Room F 1 04
Trott Brook Room - First Floor Middle City Hall Conference Room F149
Loudi Room - Second Floor Stacker Conference Room S204
Lake Itasca Room - Second Floor Administration Conference Room S214
Rum River Room - Building Inspection Conference Room F 154 (non-public)
Ford Brook Room - Police Conference room F203 (non-public)
Sunfish Lake Room - Engineering Conference Room (non-public)

.

.

.

.

.

.

.

Councilmember Strommen expressed her disagreement with the suggestion of the Loudi Room.
She commented there may be a better symbol of Ramsey's future than the sister city partnership.

Councilmember Jeffrey noted the rooms seem to have a water theme with the exception of the
Loudi Room and the Alexander Ramsey Training Room. The Alexander Ramsey Training
Room is different from the other rooms, but he would suggest the Loudi Room also include a
water them.

City Council Work Session / August 29, 2006
Page 2 of8
