The southern portion of the site is <br />existing single - family homes, and the density proposed in that portion of the plat conforms to the <br />low - density residential land use designation. <br />Staff has some concerns with the recently submitted building elevations, and is working with the <br />developer to resolve these. concerns. <br />Provision of a Wider Range of Housing Types, Prices Ranges, and Styles <br />The proposed development provides more variety than a typical single - family or attached <br />townhome development. The styles of the homes will vary as well. It is unclear whether this <br />development will offer a wide array of price ranges. <br />Public Amenities and Open Spaces <br />The proposed development offers 50% private open space in addition to the 6 -acre wetland <br />preservation area. The site also offers 36% of its space for active common yard space for <br />recreation. <br />The plat proposes to develop multiple trail connections throughout the parcel and offers public <br />access to the existing wetland. This development exceeds City Code requirements for the <br />provision of pedestrian walkways and active and passive green space. <br />Preservation of Natural Amenities and Scenic Qualities <br />The proposed development is planning to preserve 63% of the existing tree cover. The wetland is <br />buffered, as required by City Code and amenities are proposed such as picnic areas and gazeboes <br />overlooking the wetland. The scenic qualities of the wetland and park area will be emphasized by <br />the wetland buffer. <br />Recommendation: <br />The Planning Commission recommended denial of the rezoning, based on the proposed findings <br />included in your packet. The negative findings are: that the proposed development, as revised, is <br />not compatible with surrounding land uses; that the proposed development will impose undue <br />burden on public. services and facilities, including fire and police protection, schools, streets, <br />water systems, sanitary sewer systems and storm sewer systems; and that the proposed <br />development is not designed in such a way as to form a desirable and unified environment within <br />its own boundaries, and also will be detrimental to future land uses in the surrounding areas. <br />Based on analysis of the criteria for rezoning to Planned Unit Development and given the <br />revisions made by the developer to mitigate the traffic concerns expressed by the City Council <br />
