CASE # <br />REQUEST TO REZONE PROPERTY FROM R -1 SINGLE FAMILY RESIDENTIAL <br />TO PLANNED UNIT DEVELOPMENT; <br />CASE OF MN SKYLINE PARTNERS, LLC <br />By: Breanne Dairies, Associate Planner <br />Background: <br />MN Skyline Partners, LLC has applied for a rezoning from R -1 Single- Family Residential to - <br />Planned Unit Development (PUD) for the property generally located on the southwest corner of <br />Alpine Drive and County Road 5 (Nowthen Boulevard). The purpose of this request is to provide <br />a mix of housing types and styles not currently permitted in any one zoning district. This <br />application is being processed in conjunction with a proposed plat and a comprehensive plan <br />amendment to re -guide the property from low- density residential to medium - density residential. <br />The following items are enclosed for your information: <br />Notification: <br />a) Site Location Map <br />b) Preliminary Plat <br />c) Proposed Findings of Fact, as suggested by the Planning Commission <br />d) Proposed Ordinance <br />Property owners within 700 feet were notified of the public hearing held on July 10, 2006. <br />Observations: <br />The applicants are proposing to develop 15 detached townhomes (bungalows) and 36 attached <br />townhomes. A PUD is required when proposing a mix of detached and attached home styles, and <br />also in needed to accommodate the 4 units per acre density in the southern portion of the lot. The <br />proposed lots conform to all setbacks and building separations. <br />The following criteria have been identified for determining the appropriate use of a PUD: <br />High Quality Design and Compatibility with Surrounding Land Uses <br />The development proposes to meet the requirements for architectural standards 'in design and <br />proposes variety of detached and attached two -unit, three -unit, and multi-unit structures. <br />Concerning compatibility with surrounding land uses, the northern portion of the site is across <br />—249— <br />
