Motion by Commissioner Cook, seconded by Commissioner Gamec, to approve the regular <br />meeting minutes dated September 13, 2005 and the regular meeting minutes dated May 9, 2006. <br />Motion carried. Voting Yes: Acting Chairperson Pearson, Commissioners Cook, Gamec, and <br />Elvig. Voting No: None. Absent: Chairperson Olson, Commissioners Jeffrey and Strommen. <br />HRA BUSINESS <br />Case #1: Elect Vice Chair and Secretary Treasurer for 2006 <br />HRA Executive Director Frolik explained State Statute requires that HRA's elect officers from <br />the Board of Commissioners. The HRA By -Laws require appointment of officers annually. <br />Commissioner Olson was appointed as Chairperson on May 9, 2006. It is necessary to follow <br />through and appoint a Vice - Chair and a Secretary Treasurer for the remainder of the calendar <br />year. In addition, it would be appropriate for the Secretary Treasurer to officially delegate the <br />duties of recording meeting minutes to TimeSaver Off Site Secretarial, Inc., and maintenance of <br />HRA funds to the City Finance Officer. <br />Motion by Commissioner Gamec, seconded by Commissioner Cook, to elect Commissioner <br />Olson as HRA Chair, to elect Commissioner Jeffrey as Vice - Chair, to elect Commissioner <br />Pearson as Secretary - Treasurer, and to adopt Resolution #HRA -06 -08 -001 authorizing the <br />Secretary - Treasurer to delegate the duties of recording meetings minutes to TimeSaver Off Site <br />Secretarial, Inc., and maintenance of HRA funds to the City Finance Officer. <br />Motion carried. Absent: Chairperson Olson, Commissioners Jeffrey and Strommen. <br />Case #2: Adopt Resolution Approving Proposed 2007 HRA Levy <br />Finance Officer Lund explained each taxing authority must adopt a proposed budget for payable <br />2007 and certify its proposed tax levy for payable 2007 to the County Auditor by September 15, <br />2006. In December 2005, the Ramsey HRA/City Council adopted the 2006 HRA budget and <br />HRA levy, in the amount of $271,339. The levy was to be used to fund such expenses as <br />personnel, consulting services and property acquisitions. Ms. Lund advised for budget year <br />2007, the maximum HRA levy is again being requested. This amount would be $312,443, which <br />is the statutory maximum levy rate (0.144 of the City's total taxable market value of <br />$2,169,745,200) and would again be used to fund personnel, consulting and property <br />acquisitions. An example of the effect on a property taxpayer with a market value of $200,000 <br />would be $28.80. <br />Commissioner Elvig inquired if there is a listing of where the funds are being placed. <br />Finance Officer Lund replied the fund is being built at this point. <br />Housing and Redevelopment Authority / August 22, 2006 <br />Page 2 of 5 <br />
