Commissioner Elvig asked what the projected amount is for the end of 2006 above and beyond
the HRA's costs.
Finance Officer Lund replied the 2006 budget summary reflects the capital outlay line item as
approximately $150,000.
Acting Chairperson Pearson asked how many years the fund balance can be rolled over.
Finance Officer Lund replied the fund balance continues to grow each year.
Motion by Commissioner Gamec, seconded by Commissioner Cook, to adopt Resolution #HRA-
06 -08 -002 authorizing the approval of the proposed 2007 HRA levy in the amount of $312,443.
Motion carried. Voting Yes: Acting Chairperson Pearson, Commissioners Gamec, Cook, and
Elvig. Voting No: None. Absent: Chairperson Olson, Commissioners Jeffrey and Strommen.
Case #3: Update on Housing Survey
Associate Planner Geisler explained staff has completed distribution of the housing survey to
City Council and Commission members and is now preparing to distribute a survey to a sample
of Ramsey residents. Staff is proposing to send the survey to a random sample of Ramsey
residents, with a separate sample taken from the urban and rural areas to ensure an even
distribution throughout the City.
Commissioner Elvig asked if there is a formula for how the samples will be put together.
Associate Planner Geisler replied using the geographic data that is available, staff is able to
assemble random samples of the residential parcels in the City. Staff plans to separate the
parcels within the urban service area from the parcels outside of this area, and to generate a
random sample utilizing an Excel spreadsheet. The urban and rural areas will be split randomly
in half, and about 10% of the households in the City will be surveyed.
Commissioner Cook inquired about the criteria that will be utilized to determine the sample
parcels, and if the split between the urban and rural parcels will be by percentages or numbers.
Associate Planner Geisler replied staff is attempting to keep the split very clean; it will be
calculated by percentages.
Acting Chairperson Pearson inquired about the expected response rate.
Associate Planner Geisler replied staff will follow up with people that don't actually return the
survey to achieve the best response possible.
Commissioner Elvig questioned if there is a certain percentage of returns that are considered
inadequate to make a reasonable judgment.
Housing and Redevelopment Authority / August 22, 2006
Page 3of5
_17_
