It was most common to use an open, public <br /> call to artists, rather than a nomination system or direct selection of an artist in order to receive the <br /> largest number of potential artists or proposals.The survey of public art programs in 2001 found that <br /> 86%of public art programs used an open call for artists and that the programs often used multiple <br /> methods of selection. Seventy two percent had used a request for qualifications, and 68% had used a <br /> request for proposals. (Americans for the Arts, 2003) <br /> Based on the literature, it was found that two major categories of artist selection are <br /> recommended to be used. For works where new or local artist selection is not a concern, or where the <br /> scale of the project is large and has engineering issues,the multi-step request for qualifications system <br /> outlined above was recommended. For projects that have a goal of bringing a new artist into the <br /> program, or specify local preference, a request for proposals was recommended to be used as designed <br /> above. While the most common practice was a request for proposal or artist competition, literature <br /> would suggest municipalities should revisit the design of this process, establishing multiple methods of <br /> selection based on project goals and characteristics. <br /> Staffinq and Administration <br /> Management of a public art program is an important consideration when undertaking public art <br /> master planning. Nine of ten plans reviewed included staffing in the plan.The master plans reviewed <br /> made a distinction between administration by the municipal government or via contracting with an <br /> existing, or newly created private, nonprofit organization.The funding mechanism used for public art <br /> was a consideration for this component. Additionally,the other elements outlined in the plan affect <br /> staffing and administration. Documentation, maintenance and educational opportunities have a direct <br /> impact on staffing needs, and it is recommended that these be considered in the design of this <br /> component. Most plans which designate city staffing place this program under the department that <br /> manages parks, recreation, and cultural affairs.
