3.7 Definition of Terms <br /> 1. Community type. Three different community types are represented in this study. These <br /> types are defined as follows: <br /> First-ring Suburb: A first-ring suburb is an older suburban community, with high <br /> population density, in close proximity to a large city metropolitan core city. <br /> Free-standing Regional Center: A free-standing regional center is a city located outside of <br /> an official U.S. Census Bureau metropolitan statistical area (MSA). The free-standing regional <br /> center is part of a recognized Urban Cluster with a population of 2,500 but fewer than 50,000, <br /> and is of economic importance to the surrounding geographic area. <br /> Exurban Community Merriam Webster (Merriam Webster.com 2019) defines an exurb <br /> as: a region or settlement that lies outside a city and usually beyond its suburbs and that often is <br /> inhabited by well-to-do families. In this study the term refers to a city on the fringe of the <br /> suburban Minneapolis-St. Paul Metropolitan area. <br /> 2. City manager or city administrator: These terms refer to the chief administrative officer <br /> of the municipality. The two terms are used interchangeably even though there are slight <br /> statutory differences in the authority between the two. In the state of Minnesota, the position is <br /> appointed by the elected body and serves at their pleasure. This person is responsible for <br /> directing the day-to-operation of the city and for implementing the policy directives of the city <br /> council. <br /> 3. Cross Sector Collaboration. The definition of this term is as found in Bryson, Crosby& <br /> Stone (2005): the linking or sharing of information, resources, activities, and capabilities by <br /> organizations in two or more sectors to achieve jointly an outcome that could not be achieved by <br /> organizations in one sector separately. <br /> 75 <br />
