CASE # A

REQUEST FOR AN INTERIM USE PERMIT TO ALLOW FOR
A DAYCARE FACILITY
CASE OF PROFESSIONAL PROPERTIES, LLC
By: Tim Gladhill, Management Intern

Background:

Professional Properties, Inc. is proposing to use the ground floor of their current facility at 6575 141st
Avenue as a Day Care Facility. The site is located in the E-1 Employment District, which does not
permit this type of use as a permitted use, accessory use, or a conditional use. Therefore, the
applicant has submitted an Interim Use Permit to operate a daycare facility in the E-1 Employment
District.

The following items are enclosed for your review:

a) Site location map
b) Site Layout
c) Addendum to Interim Use Permit for Outdoor Requirements
d) Addendum to Interim Use Permit for Parking Accommodations
e) Proposed Findings of Fact
f) Proposed Interim Use Permit

Notification:

State law requires notification to properties within 350 feet of the boundaries ofthe subject property
and property owners within that radius were notified.

Observations:

The applicant would like to operate a public daycare facility on the ground floor of the existing
building at 6575 141st Ave NW. The proposed daycare facility will use the entire first floor. The
subject property is .92 acres in size (40,000 square feet). The current building is 6,264 square feet on
the ground level. The daycare will not have a drive through. Parents will park to pick up and drop
- off children. The daycare facility will have a maximum of 45-50 families.

Staff reviewed the site plan that was submitted as part of the interim use permit application. The
existing building has fifty-one (51) total parking spaces available. Currently twenty-one (21) spaces
are reserved for employees. Eight (8) of these reserved spaces are set aside for the proposed daycare
staff. The remaining thirty (30) spaces will be available for the daycare clients.

The proposed daycare would have approximately 3,400 square feet of outdoor space for a playground
area. The applicant has submitted a letter a draft sketch plan stating how the applicant will adhere to
State daycare licensing for outdoor space.

The proposed location is located in an industrial area, with moderate to heavy commercial vehicle
traffic. Garbage haulers, dump trucks, semis, and other various commercial traffic frequent the area.

The proposed location is within close proximity to Commercial Asphalt, which does emit noxious
odors from asphalt production, as well as a high level of commercial truck traffic during peak

15
