Preliminary PlavSite Plan Review <br />September 26, 2006 <br />Page 3 of5 <br /> <br />Access and Streets: The submitted plan proposes to gain access off of 156th Avenue at two <br />points and access the buildings with private streets. These streets must conform to City standards <br />for private street width. The plan indicates. a 26 foot drive aisle between the double rows of <br />parking stalls. <br /> <br />The site also proposes loading access through a one-way service road to access the rear of the <br />buildings. This service road is proposed to be 26 feet, and proposes paving to within five feet of <br />the rear of the buildings. Since there will be parking required for deliveries on the center service <br />driveway, this pavement width should be increased to 28 feet in accordance with the city policy <br />for private streets. <br /> <br />156th Avenue is presently connected to Highway 10 through a public street in the City of Elk <br />River. 156th A venue will need to be constructed to provide access to Alpine Drive in order to <br />provide a second access to the development. The developer will need to dedicate right of way for <br />156th Avenue over Outlot B of West Ramsey Industrial Park. The City owns Outlot A of Ramsey <br />Commercial Park second Addition and will make this outlot available for the construction of <br />156th Avenue. The developer will be responsible for the construction of the roadway. <br /> <br />Loading Docks: Each building proposes to have three over-sized garage doors, one for each unit <br />within the building. This meets City Code requirements for off-street loading areas. <br /> <br />Waste Storage: The submitted plans are deficient in addressing waste storage needs. Please <br />indicate the location of common trash receptacles, or specify how waste will be managed on site. <br /> <br />Lighting Plan: The submitted plans are deficient in addressing on-site lighting. All lighting shall <br />be arranged to deflect light away from an adjoining public street. Please submit a lighting plan <br />indicating the location and intensity of all lighting fixtures and poles. <br /> <br />Water Utilities: Municipal utilities are not available to this site at this time. Therefore, a <br />community well will be required to be installed. This well must provide the water needs for the <br />buildings, as well as fire suppression needs. The community well specifications have been <br />submitted by John Oliver and Associates. The City offers the following comments: <br />1. All piping which will become a part of the city's watermain distribution system must <br />conform to standard city specifications. Plastic watermain is not allowed. <br />2. Minimum fire flow requirements should be determined to ensure that adequate water <br />storage and pressure are available. <br />3. The City requires information regarding the responsible party for management and <br />maintenance of the community water system. <br /> <br />As part of the platting of the West Ramsey Industrial Park, it was agreed upon by the Developer <br />and the City that each lot would connect to municipal services (sewer and water) within 2 years <br /> <br />46 <br />
