<br />Commissioner Cook asked if the City ramp will be used for parking for the residential units. <br /> <br />Mr. Johnson responded in the affirmative. <br /> <br />Chairperson Olson inquired how the affordable versus market rate units will be distributed. <br /> <br />Mr. Johnson replied the units will be equally split. <br /> <br />Commissioner Jeffrey inquired if the residents will be subject to paying for parking maintenance <br />in the ramp, as will be the case with others that use the ramp. <br /> <br />Mr. Johnson replied that the residents will pay for parking spaces the same as other users. <br /> <br />Commissioner Jeffrey asked if the City will be impacted at any less value for the parking and <br />maintenance of the parking ramp in relation to the affordable units. <br /> <br />Mr. Johnson responded in the negative. He explained ACCAP will adjust the rents accordingly <br />to cover the costs of the ramp while keeping the units affordable. <br /> <br />Commissioner Jeffrey inquired about the number of parking stalls allowed per unit. <br /> <br />Mr. Johnson replied he would encourage the type of restriction of the City imposing a maximum <br />of two cars in the ramp per unit. A formula will likely need to be negotiated; he foresees one <br />dedicated stall and one undedicated stall per unit. He does not foresee parking being a problem <br />in this location. <br /> <br />Commissioner Elvig inquired if all of the units would be for rent. <br /> <br />Mr. Johnson replied this would be required for 30 years. He explained the units would not be <br />low-income housing; the units would be affordable in the sense that the cost is less than new <br />construction. The maximum income is set as a percentage of the area median income. <br /> <br />Commissioner Elvig inquired about the likelihood of children being a part ofthe rental units. <br /> <br />Mr. Johnson replied that this location would include a minimal number of 3-bedroom units, with <br />25% I-bedroom, 50% 2-bedrooms, and 25% 3-bedrooms. These units would be split equally <br />between market rate and affordable housing. <br /> <br />Commissioner Elvig inquired if a retail builder will need to be identified for the ground level <br />component of this project. <br /> <br />Mr. Johnson noted that discussion s were underway with the master developer. <br /> <br />Commissioner Elvig stressed that there is not a subsidy perceived in relation to the parking. <br /> <br />Housing and Redevelopment Authority / May 9, 2006 <br />Page 3 of 6 <br />
