<br />Commissioner Gamec commented that the affordable units will be perceived as low-income. He <br />noted it will be key to be certain that the businesses are not paying too much for parking in <br />comparison to the residential units. He inquired about the impact of this development on the <br />fiscal impact analysis for Town Center. <br /> <br />City Administrator Norman indicated floors 2 through 5 are not included in the fiscal impact <br />analysis. <br /> <br />Associate Planner Geisler indicated these issues will be discussed in more detail at site plan <br />review, which is expected to come before the Council on June 13,2006. The request before the <br />HRA tonight is to recommend that the City Council allocate the Ramsey dedicated County HRA <br />funds towards this project in the amount of $400,000. <br /> <br />Commissioner Elvig inquired if the allocation of these funds will approve this project. <br /> <br />Associate Planner Geisler advised a contingency could be added that if this project does not <br />proceed the funds would remain in the City designated account. <br /> <br />Commissioner Jeffrey inquired if there are other projects that have been identified that might fit <br />the requirements for the County project if this specific project were not currently before the HRA <br />for review. <br /> <br />City Administrator Norman indicated the most likely case would be a similar project that will not <br />likely be ready for a couple years. <br /> <br />Commissioner Pearson stated any time the words low income or affordable are used it causes a <br />stigma. The City can prevent this stigma by including things such as design standards. <br /> <br />Motion by Commissioner Elvig, seconded by Commissioner Cook, to recommend that city <br />Council adopt the proposed resolution requesting allocation of Ramsey dedicated County HRA <br />funds towards the Town Center Apartment Project in the amount of $400,000, contingent on site <br />plan approval. <br /> <br />Motion carried. Voting Yes: Chairperson Olson, Commissioners Elvig, Cook, Jeffrey, Pearson, <br />and Strommen. Voting No: None. Abstain: Commissioner Gamec. <br /> <br />Case #1: <br /> <br />Maxfield Housing Market Study <br /> <br />Associate Planner Geisler reviewed that in August 2005, the City Council requested that Anoka <br />County prepare a market analysis of the need for workforce and senior housing in the City. <br />Representatives of Maxfield Research are present to review the highlights of the study and <br />answer any questions of the HRA. <br /> <br />Jay Thompson of Maxfield Research provided an overview of the market study. <br /> <br />Housing and Redevelopment Authority / May 9, 2006 <br />Page 4 of6 <br />
