<br />He stated that the main conclusion of the study was that the City had a need for additional <br />workforce and senior units, particularly for rental units. Mr. Thompson said the most ideal <br />location for this type of housing would be in the Town Center. <br /> <br />Motion by Commissioner Elvig, seconded by Commissioner Cook, to recommend that the City <br />Council accept the Maxfield Housing Market Study. <br /> <br />Motion carried. Voting No: None. <br /> <br />Case #2: <br /> <br />Consider Request for Allocation of Ramsey Dedicated Anoka County <br />Housing and Redevelopment Authority Levy Revenue for Ramsey Town <br />Center Apartment Project <br /> <br />Moved up in the agenda to precede Case No.1. <br /> <br />Case #3: <br /> <br />Housing Plan Update <br /> <br />Associate Planner Geisler reviewed that the BRA previously directed staff to initiate the <br />planning process for a Housing Plan for the City. Since September, staff has been assembling <br />demographic information. The next step will be to distribute a housing survey to City Council <br />and Commission members over the coming weeks. After that, staff plans to distribute a <br />shortened version to members of the public. Once the survey is complete, staff will bring the <br />results to the HRA to begin drafting housing goals. <br /> <br />COMMITTEE REPORTS <br /> <br />None. <br /> <br />EXECUTIVE DIRECTOR'S REPORT <br /> <br />None. <br /> <br />COMMISIONER INPUT <br /> <br />Chairperson Olson noted when the BRA was formed one year ago it was determined that the <br />Council would serve as the Commission for one year. She suggested it is time to make some <br />definitive plans for how the HRA will be handed off to a separate commission. <br /> <br />Commissioner Strommen suggested a benchmark be determined for when to make the transition. <br /> <br />Associate Planner Geisler noted a possible benchmark could be when the housing plan is <br />completed. <br /> <br />Commissioner Elvig suggested this topic be discussed at an upcoming work session. <br /> <br />Housing and Redevelopment Authority / May 9, 2006 <br />Page 5 of6 <br />
