The basins were also lowered to allow
operators and chemical suppliers better access to hatches and fill lines on the chemical tanks. The changes
required some modifications to the proposed rebar as well as the addition of waterstop to prevent any spilled
chemicals leaking out of the basins. This proposal consists of material and labor costs of the addition of
water stop as well as rebar modifications.
Proposal No. 029 (Field Order No. 18) - Fencing Modifications:
The stormwater pond on the west side of the WTP site was expanded due to Department of Labor Industries'
requirements. When the pond design was expanded, an oversight on expanding the surrounding chain -link
fence occurred. To incorporate this expansion, the adjacent vinyl chain -link fence must be extended as well
as additional maintenance/mow strip. Proposal No. 029 included labor and material cost for an additional
30-feet of fencing and 30-feet of a maintenance/mow strip.
Proposal No. 030 (Submittal 128B) — 100 amp Breaker:
During submittal review, the Jet Mixing System manufacturer required the piping and pump system to be
upsized to provide adequate mixing within the Backwash Reclaim Tank. This cost increase was processed
with CCE #1 and the pump was modified for a better option with CCE #3. Due to the upsizing of the pump,
a larger breaker is now required, which was not picked up by the electrician on the previous changes. This
proposal consists of the material and labor costs to upsize the two breakers to 100amp and upsize the conduit
wire appropriately.
Proposal No. 031 (RFP 18) — CU-3 Relocation:
During submittal review of the condensing unit (CU-3) located in the Blower Room, the mechanical
engineer suggested that without adequate air conditioning in the Blower Room that the heat output from
CU-3 could make the room uncomfortable during the summer months. It was recommended to relocate
CU-3 to the lower roof above the chemical rooms. This would not only reduce the heat output in the Blower
Room, it would also allow the Owner to better access the unit for future repairs and replacement. This
proposal consists of the material and labor costs to relocate CU-3, electrical conduit, and coolant lines, as
well as add flashing around the unit.
Summary of General Construction Contingency Costs:
Within the Contractor's bid price, the Owner required the Contractor to include a $950,000.00 General
Construction Allowance. This was intended to limit the Contract changes due to change orders by applying
general construction changes to a set contingency allowance. The General Construction Allowance equates
to about 3% of the overall construction bid price. It is typical for projects of this magnitude to usually incur
an increase in the bid price of around 3% due to change orders, so it is expected that most of this allowance
will be used up by the conclusion of construction. Any unused allowance funds will be deducted from the
Final Payment of the project.
Advanced Engineering and Environmental Services, Inc.
6901 East Fish Lake Road, Suite 184 • Water Tower Place Business Center • Maple Grove, MN 55369 • 763-463-5036
