(IPS) Request for a conditional use permit" <br />dated November 24, 1993. <br /> <br />That the property adjacent to the site to the north, south, and west is zoned <br />Industrial and to the east is Residential. <br /> <br />That no residential dwelling directly abuts the site on any boundary. <br /> <br />That the actual site for the composting facility within the site is proposed to be a <br />distance of greater than a quarter mile from the closest residences to the east and <br />nearly 1,600 feet to the closest residences to the west. <br /> <br />That the proposed use of the land for enclosed organic composting is similar to the <br />existing landfill use and recycling operations which is the use of the property <br />directly to the north of the site. <br /> <br />Stormwater runoff will be minimized through the enclosed composting operation <br />combined with monitoring efforts of stormwater runoff and corrective actions as <br />necessary to achieve compliance with the CUP and MPCA roles. <br /> <br />That odor may be a concern if the site is not properly managed. <br /> <br />That the additional traffic generated by the proposed use does not appear to be <br />significant. <br /> <br />That IPS proposes that the hours for receiving of materials would be 7:00 a.m. <br />5:00 p.m., Monday through Friday and 7:00 a.m. - 1:00 p.m. on Saturdays. <br /> <br />That IPS has stated that the compost bays would be monitored for temperature, <br />moisture content, and physical appearance. <br /> <br />The following method will be used for compost production. The mixed materials <br />will be loaded into the ten concrete bays. Temperature and aeration controls will <br />maintain aerobic conditions and optimum temperatures during the composting <br />process. A series of blowers are mounted at intervals along the side of the outer <br />bays. Each bay will have five independently controlled aeration zones. The <br />blowers are controlled by an automatic temperature feedback system, as well as <br />timers, for forced aeration. The airflow moves up from the bottom of the bays via a <br />system of perforated pipes.
