Data is fed to a programmable micro- <br />processor which tums the blowers on and off. This system also maintains and <br />records temperature data for operation control purposes. <br /> <br />Two IPS agitators will be used to process the material approximately once per day <br />in each bay. Material will remain in the bays for approximately 17 to 21 days. <br />Finished material will be removed once daily from each bay, it will be stored <br />outside on an asphalt paved area. The product storage area is sized to allow for six <br />months of storage to enable the material to be stored through the winter months. <br /> <br />That IPS has stated that they plan to use a portion of the compost material as soil <br />enhancement for landfill borrow areas or soil enrichment for completed portions of <br />the property owned by Waste Management of Minnesota, Inc. <br /> <br />Waste Management of Minnesota, Inc. has estimated that it could use all of the <br />compost produced by the IPS facility for a minimum of 4.5 years. <br /> <br />That IPS has stated that tree prunings will be stored up to approximately 5,000 <br />cubic yards of volume and then chipped with a wood chipper or chipped more often <br />if appropriate. <br /> <br />That surface water run-off will be diverted to low areas within the Site and IPS has <br />stated that the existing low areas are large enough to accommodate spring snow <br />melt. IPS has provided a grading plan with its submittal of November 24, 1993. <br /> <br />That IPS has stated that site access roads will be constructed. Access roads will be <br />constructed on the interior of the site. ~: <br /> <br />That IPS stated that the facility will be secured with welded wire fence and gate <br />already existing on the site. " <br /> <br />That no other conditional use permits for enclosed compost facilities have been <br />issued in the City. <br /> <br />That IPS has indicated that outdoor compost storage will occur on a hard surface <br />pad of approximately 29,760 square feet. <br /> <br />That the average sidewall height of the proposed building will exceed 20 feet. <br /> <br />That the proposed use will not be unduly dangerous or otherwise detrimental to <br />persons residing or working in the vicinity of the use or to the public welfare. <br /> <br />That the proposed use will not adversely impair the use, enjoyment or market value <br />of any surrounding property. <br /> <br />That the proposed use will be designed, constructed, operated and maintained so as <br />to be harmonious and appropriate in appearance with the existing or intended <br />character of the general vicinity and such use will not change the essential character <br />of that area. <br /> <br />That the proposed use will/will not be disturbing to existing or future <br />neighboring uses. <br /> <br /> Page 3 of 4 <br />Findings of Fact # <br /> <br />/09 <br /> <br /> <br />
