<br />informational meeting at 7:00 p.m. on Tuesday, November 30, 1993 at the Greenhaven
<br />Country Club in Anoka, Minnesota.

<br />Mr. Don Otter introduced Roger Lauer, Louis Naylor, Joe Hanahan and Steve Kollodge.
<br />He stated that the reason for this meeting is to give people a good idea of what International
<br />Process Systems (IPS) is proposing. He stated that IPS is a sister company of Waste
<br />Management (WM). The reason for proposing the composting facility is to provide
<br />services to WM's customers. The composting will be done separately in separate
<br />containers. The containers will be picked up by one of WM's collector vehicles. He added
<br />that recycling is the way of the future and composting is the next step up.

<br />Mr. Joe Hanahan stated that IPS was founded in 1985. The fa-st compost/ng facility was
<br />built in Lebanon, Connecticut. There are now 15 such facilities open and ten more under
<br />consmaction. Mr. Hanahan showed a video that explained the composting process in-depth
<br />and included interviews with people who had such a facility in their city. The compost can
<br />be used in public works projects, golf courses and local nurseries, to name a few. Mr.
<br />Hanahan stated they are proposing to construct the facility on the property owned by Waste
<br />Management of Minnesota, Inc. The composting materials will be brought by amcks into
<br />the bays. The materials will consists of food waste from restaurants and grocery stores,
<br />yard waste and sewage sludge. The yard waste will be stored outside, however, ail other
<br />materials will be processed inside the building. The composting will be done on a daily
<br />basis. There will be aeration controls to keep the aerobic process, and thermocouples to
