All equipment and vehicles utilized at the composting facility <br />shall be periodically inspected and maintained to minimize noise, safety and f'u'e safety <br />concerns. <br /> <br />Water Quality. Surface and ground waters originating outside and passing through or <br />adjacent to the composting facility and runoff water discharged from the site shall, at its <br />point of departure from the site, meet all applicable federal and state water quality standards <br />as they exist from time to time during the period of this CUP. The operator shall perform <br />any water treatment necessary to comply with applicable state and federal water quality <br />standards as they exist from time to time during the period, of this CUP. <br /> <br />Security. Site security shall be provided by an existing fence and gate and IPS shall <br />restrict access to the site by requiring users to stop at the facility office for routine load <br />inspections by IPS prior to entering the facility. <br /> <br />Uncovered Load Penalty. IPS shall implement and maintain a pricing structure that <br />establishes a penalty for uncovered loads. <br /> <br />Yard Debris. Yard debris shall not exceed an air space volume of more than 5,000 cubic <br />yards at which time chipping shall commence. Diseased trees shall be processed in <br />accordance with state laws, county and local ordinances and within time periods as may be <br />specified by County tree inspectors or City forester for optimum control. Diseased tree <br />prunings, if not chipped within the time specified by the inspector, shall be covered with a <br />minimum of 6 mil plastic until July 1. <br /> <br />Stockpiles. Outdoor stockpiles of yard waste and finished product shall not exceed fifteen <br />(15) feet in height or extend beyond the 29,760 square foot paved outside storage agea. <br /> <br />Burning. Burning of any material or other debris is prohibited. <br /> <br />Monitoring. Temperature and aeration controls will maintain aerobic conditions and <br />optimum temperatures during the active composting process. The records kept by the <br />automated computer control system will be supplemented with manual temperature records <br />that will be taken at least once weekly. Moisture content of the input waste mixture will-be <br />measured on a regular basis and adjusted as necessary to maintain proper conditions for <br />composting. <br /> <br />Oxygenation. IPS shall operate the composting process in such a manner as to control <br />moisture, aeration and temperature adequate to maintain aerobic conditions in the compost <br />bays. Agitation of the contents of the compost bays will be performed each operating day <br />so as to maintain adequate oxygen, temperature and moisture so as to minimize odors and <br />to assure rapid decomposition. <br /> <br />Grass Clippings. Storage of grass clippings shall not be allowed.outside the building <br /> <br />Odor, Upon any legitimate and substantiated complaint of odors received by the City, IPS <br />shall be notified and will have 24 hours to put a corrective action plan in place and seven <br />(7) days to remedy the problem. <br /> <br />Closure Due to CUP Revocation, Other Circumstances. In the event this CUP <br />is revoked pursuant to the terms herein or IPS permanently closes operation of the compost <br />facility for any reason, including, but without limitation, order of the court or other agency <br />of competent jurisdiction, bankruptcy, insolvency, or abandonment, IPS shall immediately <br />proceed to remove all compost materials, compost, tree prunings, chips and all other <br />materials from the site. In the event IPS fails to comply with the terms of this CUP, the <br />City may, upon 30 days' written notice, enter on to the property and perform all such <br /> <br />International Process Systems (IPS) <br />Enclosed Organic Compost Facility CUP <br />Page 3 of 7 <br /> <br /> <br />
