Mr. Kotlodge assured the resident that whether this proposal is granted or not, it has no <br />bearing on the park discussions with the City of Ramsey. <br /> <br />Commissioner Deemer asked Mr. Otter to explain why the City was not getting the ski hill. <br /> <br />Mr. Otter offered to answer any landfill/ski hill questions after the meeting for the <br />composting facility. <br /> <br />A resident inquired what guarantee there would be that there will be no odor and who <br />would she call if there is an odor. <br /> <br />Mr. Otter stated that she could contact the facility, the City, Waste Management, the PCA <br />or all of them. <br /> <br />The same resident asked if anything would be done if she did contact the different agencies. <br /> <br />Mr. Naylor stated there will be a manager at the facility. If he has a problem, he (manager) <br />would be contacting Mr. Naylor. <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Mr. Otter stated IPS would be running the plant, Anoka County wilt be licensing it and the <br />City of Ramsey will be permitting it. Waste Management has been in Ramsey for 25 years. <br />IPS is a representative of the Waste Management Companies and the people, along with the <br />MPCA could shut the operation down. Waste Management has a lot of stockholders and it <br />is to their (WM) benefit to run a business the way it should be. He added that "the success <br />of our company is what we do with the environment. We are large because we do what we <br />say we will do". <br /> <br />A resident inquired if there is something on the permit that states the amount of odor that <br />can be emitted and who determines what an odor is. <br /> <br />Ms. Dahlgren stated that when there is a problem, a solution is not instantaneous. <br /> <br />I <br />I <br />I <br />I <br /> <br />Mr. Naylor stated that his company has its own reputation to protect and added that if they <br />keep their building clean, there is less chance of odors. He stated they have to be "on top <br />of things" all the time. <br /> <br />The same resident stated that problems have to be pretty extensive before a permit gets <br />evoked. She added that she is an advocate of recycling and reusing but stated it's hard to <br />listen to just the people who will make money off of this business. <br /> <br />Mr. Otter stated that this plant will be constructed at approximately $2 million. The City of <br />Ramsey will get tax dollars and so will Anoka County. <br /> <br />Mr. Hanahan stated that odor is the utmost concern of his also. <br /> <br />The resident inquired if the odor limits are listed on the permit. <br /> <br />Mr. Hanahan stated there are odor criteria and odor control measures that are regulated in <br />the facility. <br /> <br />The resident inquired if Mr. Hanahan had "looked into" any of the permits yet and added <br />that the MPCA had never heard of his company. <br /> <br />Ms. Dahlgren stated that the MPCA has certainly heard of Waste Management. <br /> <br />Mr. Lucia stated that there has been previous talk about a compost facility and about the <br />landf'fll being covered.
