'1
:1

'1
I

Mr. Naylor stated that when water comes into the plant it contains a lot of different things;
a lot of it dissolves. What is left is a type of "nutrient broth" and that is put through a
clarifying tank. Mr. Naylor stated that the amount of sludge used might be similar to what
might be generated in Ramsey. Mr. Naylor assured Mr. Hendriksen that this would not be
hazardous waste, it would be organic.

Ms. Dahlgren inquired about the heavy metals to which Mr. Naylor replied there are
probably heavier metals in yard fertilizer. He added that the concentrate of metal is too low
to be hazardous. Mr. Naylor stated that the Environmental Protection Agency sets the
guidelines for under what conditions one could get sick with regard to these metals, etc.

Ms. Dahlgren stated that some guidelines are set but do not meet the standards. She stated ":
to Mr. Naylor - "you do not have control".

Mr. Naylor stated they do have control We would have contracts with our customers and if
they have metals in their materials, we would not take them. He added that prior to a
contract, they would ask to see a two-year record.

I
I
I

Mr. Hendriksen inquired how IPS would discover things that are not on the list of
acceptable materials that might show up such as oils, varnishes, paints, etc.

Mr. Naylor stated that he is not really concerned about those types of materials because the
types of operations they would be picking up at would be restaurants and grocery stores,
not hardware stores, etc. He informed Mr. Hendriksen that if they have an indication that
something wrong was collected, they have to monitor each plug for the EPA, what went in,
what temperature was achieved and where the material is in the bay and they would be able
to tell where it came from.

I
i

I

,I
I

I
I
I
I

Mr. Hendriksen inquired how that process could be done when the materials are mixed up
in the beginning.

Mr. Naylor stated that it is mixed up but you can keep track with the plug.

Mr. Hendriksen stated there's a whole bunch of stuff in the landfill that's not supposed to
be there either because it was "thrown in there when no one was watching". He inquired
again how the company would be able to discover the unwanted material.

Mr. Otter stated that at the collection point, the haulers will be trained to look into the
container to check for unwanted materials, when it is brought to the facility, it will be
dumped and will again be inspected. When it is loaded into the bay, it will be looked at
again. He added that the employees will be trained to look for these things. He added that
the customers will most likely want to provide only acceptable materials.

Commissioner Stafki suggested that the concerns mentioned tonight appear to be
unnecessary because the compost is not going into the ground at the facility, it will be
marketed.

Mr. Hutchison inquired if the company has identified its source for the activated sludge to
which Mr. Naylor replied no.

Mr. Otter stated with regard to the landfill property, they have discussed industrial
developing and/or selling land to be developed. He also mentioned developing an energy
park, of sons. He assured the residents that WM is not proposing another land ~l but that
something has to go there because they are paying a lot of taxes. He commented on the
landffil cover and stated that the pumpout systems are well under way.

Ms. Lemke stated that the wetland in the park area of Hunter's Hill is gone.

7
