Ms. Dahtgren stated that the wedand disappeared with the drought but it never recovered.

Mr. Otter stated that they should have a significant impact on the ponds recovery.

Mr. Deemer inquired about water being clean enough for the Mississippi River but not
clean enough for lakes to which Mr. Otter replied that the regulations are different for lakes
and rivers but he wasn't sure why.

Mr. Otter continued with the landfill discussion by saying there is 80 acres on the north
side of the landffit. They have talked about a ski hill; however, the PCA is not too happy
with that idea. He stated that in lieu of the ski hill, they will donate 50 acres to the City of
Ramsey for parkland. He stated that WM is presently discussing the park development
with the City right now. He stated that there are gas wells in the landfill now and also that
there is more of a potential for vandalism if there is a ski hill. He added that if PSI is
allowed to build their facility, they will be available to "watch" the property.

Mr. Otter thanked everyone for coming and stated he would be available for more
comments and questions.

The meeting ended approximately 9:00 p.m.

Respectfully submitted,

~o Ttfielin g
/Recorch'ng Secretary
City of Ramsey

/00

8

I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
i
I
