Executive <br />1. Executive Summary <br />The Organizational Study that follows was prepared with the goal in mind of <br />assisting the City of Ramsey prepare for the future. Based on current trends and <br />the best estimates of local and regional planners, Ramsey's future will include <br />significant and steady growth over the next twenty years. It is for that reason <br />that the City hired Springsted to examine the city's current operations and <br />recommend a "blueprint" for staffing and service delivery that will respond to <br />the demands of anticipated growth. <br />The consulting team employed a variety of techniques in the development of <br />this report. Direct interviews of City Council, senior management and staff <br />were conducted. A focus group of former City Administrators from high growth <br />suburban communities was used as a method of gaining qualitative insight <br />regarding service delivery, staffing and community involvement. Comparative <br />analyses of both peer group and high growth cities was also used to develop <br />recommendations and create the forecast model for future staffing. <br />The report contains two distinct components: (1) a set of recommendations <br />that are based upon our experience, research and best practice. Those <br />recommendations are summarized in Section 7 of the report, along with <br />additional observations and suggestions contained within the body of the <br />document; and (2) a forecast model that provides a "best fit" staffing projection <br />for the growth of the city, along with a financial model that provides the basis <br />for future financial decisions related to staff and service expansion. <br />The primary recommendations of our report are as follows: <br />1. Separate Fire Chief and Public Works Director positions <br />2. Revisit and revise Vision for the future <br />3. Revisit and revise strategic plan <br />4. Revisit and revise a financing plan for growth and quality <br />5. Create a Parks and Recreation department <br />6. Revisit and revise staffing plan for growth <br />7. Provide customer service reinforcement <br />8. Revisit and revise service level determinations <br />9.
