Introduction <br />In response to the City's desire for an analysis of operations and the creation of <br />a blueprint for organizational change, the Springsted team developed a multi- <br />part strategy to create the final report. That strategy consisted of the following <br />components: <br />• Identification and verification of growth projections <br />• Determine high, medium and low growth scenarios for <br />modeling purposes <br />• Interviews with members of the executive team <br />• Interviews with the City Administrator <br />• Interviews with the City Council <br />• Focus groups with key staff <br />• Facilitated sessions with the executive team regarding service <br />levels and major issues <br />• Training session on "lean thinking" <br />• Focus group with former City Mangers of high growth cities — to obtain <br />qualitative information on issues and lessons learned <br />• Synthesis of information gathered in sessions with staff and <br />City Council <br />• Analysis of peer group and model group cities to develop standards <br />and comparisons for forecast modeling <br />• Comparative analysis of current condition, best practice, model cities <br />and city manager focus group to develop recommendations <br />• Analysis of Ramsey growth and financial capacity to develop <br />forecast model <br />• Analysis of imminent department issues — Public Works Director/Fire <br />Chief question <br />The process of collecting data and synthesizing the responses was an extensive <br />undertaking. In addition, the consulting team adjusted to ongoing developments <br />during the study period to assist the City with an imminent personnel issue, and <br />provided feedback on other questions. <br />The study has been crafted to provide both qualitative and quantitative <br />information and recommendations. The forecast model described in a following <br />section provides quantifiable guidance for making staffing decisions as the city <br />grows. In addition to these forecasts, the recommendations within the sections <br />covering department changes include qualitative recommendations and <br />suggestions that are based upon our analysis of standards and best practice used <br />in other jurisdictions.
