Approach s <br />3. Approach <br />At the City's request, Springsted examined how the City of Ramsey compares <br />to other high-growth cities. Specifically, we examined what the City would <br />need to do to expand and/or maintain high-quality service delivery similar to <br />other cities that have experienced high growth while maintaining their <br />reputation for quality service delivery and quality of life. <br />Comparative analysis of other jurisdictions <br />For comparison purposes, the Ramsey staff identified a number of cities it <br />considers to have both high quality service delivery and great quality of life. <br />The cities (referred to hereinafter as the "Target Group") and their approximate <br />populations are: <br />• Plymouth, 70,238 <br />• Eagan, 67,000 <br />• Eden Prairie, 60,000 <br />• Maple Grove, 60,000 <br />• Woodbury, 54,346 <br />• Blaine, 54,000 <br />• Minnetonka, 51,658 <br />• Lakeville, 50,000 <br />The first step in our examination was to quantify the City's ability to deliver <br />high quality service. To do this, Springsted used the 2005 Twin Cities <br />Metropolitan Area Compensation Survey (Stanton Survey) combined with the <br />City's 2005 Budget. This information provided the basis for a correlation <br />between service levels and the number of employees in a given department. <br />The assumption used was that ability to provide quality service is a reflection of <br />the number of employees; the greater number of employees, the greater the <br />ability to provide high quality service to residents. <br />The Stanton Survey was relied on primarily for its grouping of employees by <br />department, allowing for comparisons between cities using standardized data <br />and format. In those cases where the Stanton Survey did not provide the <br />information necessary, Springsted relied on its own database of employee data <br />compiled from numerous organizational and job classification studies <br />performed across the country. Using this approach enabled the computation of <br />an employees per 1,000 population value that could be readily compared to <br />other cities. Specifically, it enabled the comparison of employee ratios by <br />department or service provided. <br />City of Ramsey — Organization Study and Review <br />
