Department Forecasts 24 <br />Parks and Recreation Park and Recreation services in Ramsey are limited primarily to facility and <br />grounds maintenance. Recreational programming is provided by the Ramsey <br />Youth Athletics Association, a volunteer organization. The total operating <br />budget and capital expenditures for Park and Recreation (which includes <br />environmental services) amounted to approximately $1,109,980 in 2006. <br />Demands on the City's parks and recreation programs will continue to expand <br />with the growth of the City. A separate Parks and Recreation Department will <br />likely be required due to citizen demands and preferences. We encourage the <br />City to embark on a focused effort to study the establishment of a dedicated <br />department. The size and scope of the department should be guided by <br />assessing the types of programming and services desired by the community. <br />Surveys and focus groups should be developed to gauge public interest in <br />recreation programs, arts programs, a community center, and related services. <br />To meet its parks and recreation needs, the City should add a staff position for <br />recreational programming and youth athletics in 2007 to replace or assist the <br />Ramsey Youth Athletics Association. A maintenance position will likely be <br />needed around 2008, and again in 2010. As part of the overall evaluation, the <br />City should examine the appropriateness of adding a part-time Program <br />Assistant to provide senior activities.. Finally, the City should review its current <br />expenditures on Community Education, and determine whether those services <br />might be better provided by a full-time employee.
